Founded by Alexander Davidson, a security liaison at the White House, and his friend Congressman Douglas Monroe, the Safe-Zone survivors quickly put up a wall around the area using materials from a nearby construction site, with the wall being expanded periodically as the community grew larger. Leadership of the community was given to Rick Grimes by Douglas a few weeks after he arrived, and under his leadership, Alexandria has become part of a network of communities seeking to rebuild civilization.
