Ultimately, Zuko had to resort to asking Azula to ask Ozai to give him a ship. And even then, Ozai only gave Zuko the ship as an excuse to get rid of Iroh.
116** Also, Ozai in the animated series had zero interest in harming any of the spirits (Zhao came up with the idea of killing the moon spirit all by himself.). Here he comes up with said plan and is completely uncaring towards what the consequences are so long as it's carried out.
