----
* AdaptationalHeroism: In spades. In contrast to his self-destructive personality in the film, Tony manages to be more self-conscious, remedying most of his more negative aspects and is fighting people far worse than him in terms of evil.
* TheAtoner: He swears off coke after escaping the mansion raid and in general makes a conscious effort to clean himself up as to avoid the mistakes that caused his first drug empire to collapse.
* AxCrazy: Of course, this side of his personality is still there. [[spoiler:After learning that the Diaz brothers killed his mother, he completely loses his head and goes on a murderous rampage with a chainsaw]]. Furthermore, he is more than willing to wipe entire gangs with his Carbine Assault Rifle.
* BadassBoast: Particularly in his dialogues.
* BadassInANiceSuit: As expected from Tony Montana.
* BenevolentBoss: He's generally a decent employer and treats his associates in a very friendly way. [[spoiler:After hiring one of Sosa's goons as a butler, he's shown to be friendly with him in the ending, and even good-naturedly ribs him a little]].
* CharacterDevelopment: Since his narrow escape from death, he's changed for the better. He's quit his coke habit, become nicer, and learned to use his anger rather than letting it use him.
* TheDon: [[spoiler:Becomes one after Sosa's death.]]
* EarnYourHappyEnding: [[spoiler:After Sosa's death.]]
* EvenBadMenLoveTheirMamas: [[spoiler:He loses it when he learns that the Diaz Brothers had his mother killed.]]
* EvenEvilHasStandards:
** See NeverHurtAnInnocent.
** When he hears that Nacho is a rapist, he's clearly disgusted.
* HeelRealization: After the Mansion Shootout, he berates himself for his downfall and regrets killing Manny. Then he vows his vendetta against Sosa.
* JerkWithAHeartOfGold: Despite being rude and hotheaded, he's much more moral and good than other drug lords.
* ALighterShadeOfBlack: Tony's still not a good person by any means, but he's practically a saint compared to most of his enemies. His refusal to hurt innocent bystanders ''alone'' puts him well above them.
* MadeOfIron: He is practically unstoppable when he is angry enough.
* MyGreatestFailure: He voices his regrets over having killed Manny and contributing to the death of his sister.
* NobleDemon: Compared with Sosa and Nacho, Tony has morals. It's reflected [[GameplayAndStoryIntegration even in-game]], where he refuses to shoot civilians.
* NeverHurtAnInnocent: More than you expect from your average Sandbox game. While he has no problem murdering gangsters and cops, he completely refuses to murder innocents.
* RoaringRampageOfRevenge: Basically, the whole premise of the game can be summed up in this trope.
* SanitySlippage: Averted. This time, Tony is much more sane, intelligent and reasonable.
* SparedByTheAdaptation: Whereas Tony in the film is shot during the mansion shootout, here, he manages to kill his would-be assassin and flee his manor just as Sosa's and later the Police take over.
* StepfordSmiler: Being friendly and talkative toward everyone that isn't out for his blood. However, he still hold his deep seated regret toward Manny and Gina's death, and his monologues reflect that.
* StraightEdgeEvil: Swears off using cocaine after the introduction, doesn't stop him from ''selling'' it though.
* TookALevelInKindness: One of many ways he's learned from his mistakes is that he's far more pleasant to everyone, so long as they cooperate with him.
* VillainProtagonist: Less so than the film, but he's still a ruthless drug lord, after all. In fact, the whole premise of the game revolves around his forming the most powerful drug empire in Miami, [[spoiler:eliminating his rivals in the process and finally becoming the most powerful man in Miami]].
* WoobieDestroyerOfWorlds: Even more evident than before in the film. After the deaths of Manny, his sister and [[spoiler:especially his mother]], Tony is clearly devastated.

!!The Sandman

[[caption-width-right:350:''"I just want a safe place to sell my goods. You have respect for this business, Tony. You are someone I can trust."'']]
->'''Voiced by:''' Creator/StevenBauer

A mysterious, yet friendly drug lord who has drug business in the islands.
----
* AffablyEvil: Despite being a hardened drug lord, he's very friendly, polite and civil.
* ArchEnemy: To Sosa and the Colombian Cartel.
* BadassInANiceSuit: He wears a nice suit and is very capable in a gunfight, after all.
* BaldOfAuthority: He's bald and runs the entire operation on the islands, until he sells Tony his Drug business.
* CoolShades: He never takes off his sunglasses.
* {{Expy}}: He has a lot of features in common with [[Film/Scarface1983 Manny Ribera]], such as the same vivid colors in his suit and the fact that he's voiced by Steven Bauer, the same actor who played Manny in the film.
* {{Foil}}: To Sosa. Both are the biggest drug suppliers and both maintain a friendly and civil attitude towards people, but while Sosa is disloyal, cold and ruthless, the Sandman is loyal and never acts against Tony.
* RuleOfCool: He's seems to live around this trope.

[[folder: Alejandro Sosa]]
!!Alejandro "Alex" Sosa

[[caption-width-right:350:''"So, how's this going to work, Tony? How do we solve our problem?"'']]
->'''Voiced by:''' Creator/RobertDavi

The main antagonist of the game, as well as Tony's main target.
----
* ArchEnemy: To both Montana and the Sandman.
* AsskickingLeadsToLeadership: [[spoiler: Should one pass on the chance of using Rage Mode during the shootout against him, he can and will give Tony a run for his money. Pretty impressive for someone who's only been sending his goons to deal with Tony up until this point.]]
* BigBad: While he's in a BigBadEnsemble with Gaspar Gomez and Nacho Contreras, Sosa is the FinalBoss.
* CorneredRattlesnake: Upon finally being cornered by Tony, [[spoiler:he chooses to fight him rather than flee or accept defeat.]]
* DefiantToTheEnd: [[spoiler: Even when Tony has him at gunpoint, in his own mansion, and after wiping out the last of his goons and high ranking associates (prety much crippling his empire), he still tries to taunt his former associate, completely in denial of his defeat.]]
* EvilSoundsDeep: In this game, his voice is even deeper thanks to Robert Davi's delivery.
* FinalBoss: He is the final enemy to kill throughout the entire storyline.
* KarmaHoudiniWarranty: [[spoiler:In the video game, Tony's survival is the beginning of the end for him, and Tony proceeds to destroy his entire enterprise and biggest allies before cornering him in his own mansion in a reflection of the film's climax.]]
* LastVillainStand: [[spoiler: When Tony comes gunning for him, he doesn't [[ScrewThisImOutOfHere try to flee]] or [[VillainsWantMercy beg for his life]]. Instead, he gets in a gunfight with him.]]
* NonActionBigBad: Subverted. While he does spend most of the game away from all the shooting, once Tony corners him in his own mansion, [[spoiler:he chooses to fight back, and can potentially kill Tony if the player is caught off-guard or chooses not to use Rage Mode.]]
* PunchPackingPistol: [[spoiler:He wields a Desert Eagle during his final battle with Tony that does a staggering amount of damage if the player opts to fight him without using Rage Mode.]]
* VillainousValor: [[spoiler: Despite Tony wiping out his private army and cornering him in his own mansion, he decides to make a last, desperate stand by attempting to shoot it out with his former associate.]]
* WouldHurtAChild: During his final confrontation with Tony, he tries to justify targeting children if it means that he can get his drugs into the US. Tony, [[WouldNotHurtAChild of course]], is having nothing of it, and simply proceeds to fight and kill him.

[[folder: Gaspar Gomez]]
!!Gaspar Gomez
[[quoteright:350:https://static.tvtropes.org/pmwiki/pub/images/gaspargomezscarface.png]]
->'''Voiced by:''' [[Creator/CheechAndChong Cheech Marin]]
----
* AffablyEvil: Unlike Sosa and Nacho, he has a very civil, casual demeanor.
-->'''Gaspar''': I heard about your mother. Montana. I just wanted to pass along my condolences and to say that the Diaz Brothers got what's coming to them.
* BigBadEnsemble: With Sosa and Nacho Contreras.
* TheDragon: To Sosa.
* EvenEvilHasStandards: Saying that the Diaz Brothers deserve what happened to them.
[[/folder]]

[[folder: Nacho Contreras]]
!!Nacho "El Gordo" Contreras
[[quoteright:350:https://static.tvtropes.org/pmwiki/pub/images/nachocontreras_scarface.png]]
->'''Voiced by:''' Creator/MiguelSandoval
----
* AdaptationalVillainy: In the film, Nacho barely appears and only had a brief cameo. In the game, however, he's pure evil.
* AssholeVictim: [[spoiler:After being shot by Tony himself, this bastard is devoured by a shark seconds later.]]
* BadBoss: He clearly forced several people to work in their illegal business.
* BigBadEnsemble: With Sosa and Gaspar Gomez.
* DirtyCoward: He is an absolutely depraved man, but when the gunfight starts, he runs and sends his minions.
* FatBastard: He is obese and a ruthless drug lord and human trafficker.
* HateSink: Unlike Sosa, he absolutely lacks of [[EvilIsCool cool]] qualities, being a man who would do things like [[RapeIsASpecialKindOfEvil raping]] (or beating) women, killing women and human trafficking. He's also a DirtyCoward.
* KarmicDeath: He beats and rapes women, then throws their bodies overboard to feed the sharks. [[spoiler: Tony only wounded him while he was swimming away, [[JustDesserts letting a shark eat him instead]].]]
* OffscreenVillainy: Venus talks about how he was a rapist who throws his victims into the ocean where they get eaten by sharks, but we only see him try and kill Tony.
* PoliticallyIncorrectVillain: He calls Tony "a Cuban piece of shit."
* RapeIsASpecialKindOfEvil: Tony is visibly disgusted when he learns that Nacho has a reputation of raping women.
* SlaveryIsASpecialKindOfEvil: Possibly. He's a human trafficker, after all.
* WouldHitAGirl: If Venus's dialogue is any indication.
[[/folder]]

[[folder: The Skull]]
!!The Skull
[[quoteright:295:https://static.tvtropes.org/pmwiki/pub/images/the_skull.jpg]]
One of Sosa's most trusted hitmen, who helps lead the assault on Tony's mansion at the beginning of the game.
----
* CoolShades: He's always seen wearing a pair of sunglasses, even at night. Makes him look very similar to a Terminator.
* DeathByCameo: In his short screentime, he's shown approaching Tony from behind, much like in the film. Here however, Tony fills him with lead before he can even fire a shot on his intended victim.
* TheDragon: To Sosa. He does whatever dirty work Sosa doesn't want to do.
* DeathByAdaptation: Whereas he gets away with killing Tony in the film, here, he gets shot for his trouble.
* KarmicDeath: Tony blasts him with his assault rifle before he can fatally shoot him.
* LaserGuidedKarma: Here, he's taken out by Tony in the ''first'' mission, setting the stage for Tony's RoaringRampageOfRevenge against Sosa.
* TheQuietOne: Doesn't speak much, if at all.
* ShotgunsAreJustBetter: Wields a shotgun during the assault on Tony's mansion. In the game, it's a pump-action instead of a double barrel as shown in the movie.
* StarterVillain: The first major villain Tony is shown fighting, and is also the first to go down.
[[/folder]]

[[folder: The Diaz Brothers]]
!!Edgar and Alfonso
----
* DirtyCoward: Both brothers flee from the sight of Tony. Especially Alfonso, who'll take off in a muscle car the moment Edgar is killed.
* GetBackHereBoss: Neither brother is willing to fight Tony head on, letting their mooks do the fighting while they flee.
* WouldHitAGirl: Murders [[spoiler: Tony's mother]], causing Tony to go ballistic.
