14	Rikitasu is the deuteragonist of ''All For Luz''. In life, he was a powerful supervillain and criminal mastermind with who ruled Japan in the Mutant Realm, with an iron fist for years. Rikitasu had been around since Quirks first emerged in his world. Since that time, he used his power to amass many devout followers, with whom he led in the Japanese underworld from the shadows.

16	He had a younger twin brother, Yoichi Shigaraki, who opposed him and became the first wielder of One For All, which was passed down until the villain's death by the hands of All Might, putting a stop to his reign of terror but left the hero severely injured.
