38-> A second-year high school student, a friend of Hyde, and the vice-president and second-in-command of the Exist Force Guardians (EFG), an In-Birth vigilante group made up entirely of school students to help those who have recently awakened to their abilities to help them acclimate, as well as making sure they don't act out of line during the Night. Tsurugi is a positive and cheery young man, if a bit reckless and headstrong, who dedicates himself as a member of the EFG to personally scouting out and inviting new In-Births into the group, swearing to protect as manty people as he possibly can.\
39While the EFG's original philosophy was to protect as many fellow students as possible, Kuon's beckoning of the Final Night has Tsurugi determined to protect everyone from further harm and ventures out alone to stop Kuon and his plans of ruination.\

To add to this, Tsurugi has the unique mechanic of all of his Increase attacks having guard points, which are brief windows during an attack where Tsurugi is fully armored, allowing him to tank an opponent's attempt at retaliation if they dare to get the drop on him.\

While the real leader is the yet unseen Student Council President of the school named Sakaki, the Student Council Room is utilized as the EFG's Headquarters.

A few of his moves have names that invoke the earth (Earth-Breaking Excavator, High-Pressure Geo-Crusher, Cromlechs, etc.), his Infinite Worth has him punching the ground so hard that large stalagmites are left jutting out of the ground, and the LogoJoke in his gameplay reveal trailer involve both the Arc System Works and French Bread logos bursting through a stone wall.
54** Tsurugi's movelist reflects terminology associated with construction and demolition. With words such as skid-loaders, smart pilers, motor graders, land graders, trebuchets, etc. Then you have your regular "Jaw Crusher" and "Bloomer" among his move names.

58* GroundPound: Tsurugi frequently involves this in his attacks be it his shield slam, the aerial shield drop, or his Infinite Worth, the latter which produces rock spires for how hard he hits the ground to launch his opponent.
59* HeroicBuild: Probably the most blatant example in the series. Tsurugi is tall, muscular, and fights for the sole purpose of protecting others without any other underlying selfish motivations. He is the third tallest human character behind Enkidu and Gordeau and this kid is still a highschooler.
60* HorribleJudgeOfCharacter: He, and by extension his boss, most likely thought that [[{{Chuunibyou}} Phonon]] could have had her desire to freely use her powers be contained and use her powers to protect the innocent. Tsurugi still most likely predicted she would go off on her own. They still believed that she would be inclined to do good, instead of going around reveling in her new powers.
61** Cut content reveals that Tsurugi figured Phonon would leave eventually but doesn't blame her for wanting to explore her powers on her own, only delivering a message from the EFG President that she'll be welcomed back anytime.

Shield and plated arm aside, the only things that make him stand out are his orange, spikey hair and the armband. Aside from that, he's got a fairly basic tall build, a white shirt, a red tie, the same pants as Hyde, and a pair of sneakers. Though he more than makes up for it with his [[HotBlooded personality]] alone.
76* ShieldBash: A given considering his weapon. Tsurugi swings, slams, and even rides his shield in combat. His free hand is there to grab people and he does use some kicks in his moveset.
77* ShieldSurf: One of his follow-ups has him riding on Bulwark as if it were a surfboard. This goes one step further where he's doing aerial tricks with it like a skateboard.
78** And his third piece of official artwork is him surfing at the beach with Komatsu and Phonon.
79* SmarterThanYouLook: Despite being described as looking like your average musclehead, Tsurugi has shown to be quite skilled at deducing and getting information from others. He was able to see through Phonon's admittedly poor attempt to hide the fact that she was caught up in any incidents, but Tsurugi's investigation on her made him see through her act. He was also spot on in guessing Phonon's true facade whenever the topic of In-Births and weapons came up. Despite this, Tsurugi still forgets what the EFG actually means when it is not abbreviated.

When in-fighting between the reformists and moderate factions began after the war, the village elder decided to hide the secret techniques of EXS and seal them within two of the villagers. Kuon volunteered himself and his sister to be the ones to bear this burden and had the Secret Art of Eternity engraved onto his very body. Kuon soon left the village after this event as he thought that staying would only cause more trouble to an already splintering faction. His last act was leaving his sister under the protection of Waldstein, who had turned from Licht Kreis after Kuon had saved him from transforming into a Void. He has traveled alone for the past five hundred years and has recently resurfaced to carry out his plans; plans that involve his sister, Hyde, Seth, and Hilda.\

It's revealed that the immense power he wielded ended up corrupting him, leading to him being taken over by the "other half" present in nearly all In-Births when they accumulate enough EXS, and appears to be fully aware of it too. Now, Kuon plans to use his Art of Eternity and Linne's Art of Reincarnation to traverse through the Abyss and cross over into the world of the Void - an act that will effectively completely destroy the world in the process - in order to reach an unknown individual who once crossed over before.\
