** It depends on how one looks at it. The monsters are implied to have connection with the government - after all, who built these numbers stations, laboratories and other stuff? By the end of the movie Anne has done too many things (like sending the tape to her coworkers, telling Olivia about her plan, going to the police station with wild claims) that could attract unwanted attention. Probably the monster simply was led to her by someone else.
