I think you may have misread; the riddle explicitly states that you divide the share by 7, the leviathans divide the result by 11, then the kraken divide that by 13. Each level of division must have no remainders. The leviathans, by the rules of the riddle, each get as much as 13 of their minions (1 kraken + 12 mermites), accounting for the numbers discrepancy.
