* As mentioned in two theories above, Cyrus is certainly a target of both the police and the mafia. Now it isn't wrong to state that the mafia and the police can and do have ties to one another, and that a gang "uprising" would be bad for everyone. Now the police could easily crash the meeting and arrest everyone they could find, but that doesn't work if Cyrus can somehow rally the gangs to fight/escape. Likewise, assassinating Cyrus could either allow another leader to arise, or create a massive leadership vacuum that the gangs would start fighting in. Enter the Rogues, who as both WMGs have established is established to only care about himself and what he can get out of a deal. The mob can easily provide a gun, and the cops can get "anonymous tips" about a massive gang meeting in the park. With Cyrus dead and the majority of gang members/leadership arrested, the gangs can no longer pose a serious threat to either the police in public or the mafia in the underworld.
