While it could just be a by-product of [[{{Ecchi}} the genre]], it should be noted that Tsukune might be the ''only'' student at Yokai Academy who doesn't openly gawk at girls and their bodies, talking about how much they find the girls sexy within earshot. It could be a coincidence that Tsukune also happens to be the only human there, and that the main reason why he wound up with an UnwantedHarem was because he was too nice to say no too, it is possible that there might be something deeper than that.
The monster world seems to be at odds with humanity in terms of behavior because they are much more prone to violence in the everyday, with an almost animalistic idea of interacting with other people. MightMakesRight with a lot of these people - the monster ranking system often upheld at the end of Inner-Moka's foot - and a lot of them are willing to force themselves onto each other sexually or just kill each other for food and just for the hell of it. Even the principle - the guy who created Yokai Academy to foster peace between humans and monsters - seems to shrug when Tsukune was about to be lynched, even forbidding at the the teachers from stopping it, under what amounts to "that's just how it is." Pretty much every man in the anime (and most of them in the manga) has either been a nameless background character who laments that Tsukune is such a ladies man or has tried to kill him for one reason or another.
On the girl's side, while some of them seem to enjoy the attention - Kurumu basking in everyone's infatuation with her in her premier - the girls all react to the boys openly staring at their proportions with either apathy or they react negatively to it, all of the girls making the idea of a "peeping tom" (Ginei) a big deal. The members of Tsukune's harem have negative reactions whenever they have an AbhorrentAdmirer, but the sheer number of these "admirers" and the lengths they go to have them (Saito cornering Moka in his monster form, Nagare and Kotsubo attempting rape, etc.) gets absurd given how often and apparently unreported they are.
And then you have Tsukune.
By his smell alone, a lot of students find him appetizing either sexually or literally, so it is likely that some species of monster would have some kind of chemical reaction to his natural human pheromones (a lot of monsters in mythology often only having one gender and routinely reproduce with humans like mermaids and sirens). Personality wise, the fact that Tsukune is nice enough where he would rather see them as friends and as people would seem like a pleasant change from all of the perverts standing their with their pants pitching and openly commenting on the size of their breasts or the color of their panties.
Biologically, this all can be read as a form of animals operating as a type of pluming. Whether the girls know it or not, they could be at that age where they subconciously plume to all of the males around them. The males pick up on this instinctually as though they're in-heat and either try to impress the girls or force themselves onto them not unlike some animals during mating season. It was expressly stated that Mizore went to Yokai Academy for the express purpose of finding a husband, an urgent thing considering how their reproduction cycles work, so the concept 'has'' been touched upon in the text.

Adding on to this theory: Kurumu becomes the new vessel for Outer Moka and a future arc will be about finding a body for her. In the meantime, Kurumu learns to use her illusory powers to temporarily manifest Moka so she can interact with the others. Also, multiple characters have commented on Kurumu's power -- she's not the most powerful, but she can do things no one else can -- so if she were to have such a key role to play it would be nicely foreshadowed.
