The most useful thing for the orb to store in this setting would be mana.

This may even allow a human mage to cast dragon mage spells?

This is around the time that Tesen took over house Noveda and started looting it for all it was worth, and Tinami mentions that Tesen generously donated some of the artifacts and funds from the Noveda treasury to the crown. This could explain why Zach ended up in the time loop - the crown tried to use the sovereign gate, but after multiple failures, they decided to use the heir of the Noveda house, since they found it in their treasury, figuring that the key to use it rested in some kind of bloodline.
