The only native that you meet in the first game uses a sevile graphic and the theory itself is raised in game that the serviles where created out of a humanoid species rather than being a product of pure shaping.

We know that the Ashen Isles are firmly in rebel hands by the beginning of the fourth game, and the text doesn't go into much detail about what happened to the Shapers there. Presuming that the fifth game's protagonist is not the third game protagonist him/herself, it's plausible that it could be a loyal Shaper forced into exile by a rebel takeover of his or her territory. Diwaniya, not being as influential as Rahul and therefore being a lower-value target to the rebels, could possibly have escaped Harmony with his life and wound up with self-Shaping-induced amnesia somewhere along the line (he did admit to being tempted by it; who's to say that he didn't succumb in the hopes of gaining enough power to take his island back?)

It's pretty much the only plausible explanation for how a Servile armed to the teeth and with a small army of creations behind him can walk through the streets of Dillame without so much as raising an eyebrow.
