Considering the out of the way things that happen through out the film and how exaggerated his world is, this could have actually happened. They rebuild an engine in what appears to be in one Saturday, a guy brings a printer to class in a giant suitcase, Ricky's mom blew up, his little brother builds a vacuum cleaner rocket and seduces several adult women and lures them into his bedroom. All of this is rule of funny but taken literally, he lives in a strange world where the fair housing committee might condemn a birdhouse (or he's suffering a severe break from reality).

In that case, brings some OTHER dialogue into new light: like when the garbage men see Lane lying in the back of the truck, one of them mentions "It's a shame when folks be throwing away a perfectly good white boy." We're obviously, as viewers, are supposed to take it as a joke, but the man's tone might suggest he's actually seen this thing BEFORE. If we're dealing with a world where the above mentioned things can happen, not to mention food can come to life and slide away from the plate, then perhaps Greendale is part of a Crapsack World where people can throw away an unwanted child, Lane' age, older or younger, and let the garbage truck haul them to the landfill.
