Then, you can finally start building the probes for the Bioseeder Ship and the ship itself -- which consists of ''100'' segments that need to be crafted individually. Only then can you do a Bioseed reset.

Annexation and purchasing both require espionage actions (stealth) and both depend on your relationship (diplomacy) to happen at an achievable level of money or relationship. There's no distinction between a stealth approach and a diplomacy approach, making this trope not fit the game.
