** Paper Luigi was supposed to be a playable character, but the developers didn't include him, as they thought having to control 4 buttons when commanding 4 brothers would be too frustrating to the players. (Partners in Time did have something like this, but the babies were sometimes controlled separately from Mario and Luigi and they spend most of the game being carried by their adult selves, with Mario and Luigi being usually in control of the players, though all four have their own buttons, which are required to use in battles.
