The only pure "Tomboy" character is probably Makoto, who is the Tomboy to probably the second most Girly character in the series Ibuki. Makoto only wears one feminine outfit which is her schoolgirl outfit but it has some battle damage and her legs have some wraps and her face has a bandaid making it arguably less feminine than Ibuki and Sakura's. Makoto's other outfits can make her gender ambiguous.
