He legitimately doesn't seem to understand why people care so much about him breaking the law and not following procedure as a cop.

The reason that Dong-eun is so effective in her revenge scheme is that she can and will do anything to ruin the bullies' reputation, having the smarts to know how to cover up her dirtiest plans. Despite this, she rarely gets her hands dirty, opting to simply lay out the pieces for the villains to play into her hands.
