** The Legendary Pandoras are in a class all their own. One of them, Windy May, is a CombatMedic with healing abilities so powerful that she's able to heal a Pandora ''who blew up her entire upper torso from the waist up'' in a HeroicSacrifice. Windy May also wields a [[DropTheHammer huge hammer]] that she can swing with enough force to defeat an enemy that was curbstomping a bunch of other strong Pandoras with a single blow. The other Legendary Pandoras are just as powerful. The reason they sat out most of the time was because they were literally TooPowerfulToLive -- their own power was slowly killing them and they had to be placed in stasis for over a decade until the problem could be fixed.

* ''Franchise/DragonBall'':

* In ''Manga/JoJosBizarreAdventure'', powers are distributed fairly randomly, which leaves some characters leagues above some others:
** ''Manga/BattleTendency'''s [[OurVampiresAreDifferent Pillar Men]] possess extreme bodily manipulation to the point of it being a LovecraftianSuperpower and absolute immunity (through both regeneration and shrugging strikes off) to anything that isn't the PowerOfTheSun. And then their boss, Kars, [[spoiler:manages to rid himself completely of this weakness and even added the Ripple itself to his own powers, along with an AdaptiveAbility that lets him be immune to anything thrown his way and cause horrific damage through shapeshifting into mutated animals. He was beaten by turning this absolute invincibility against him by blasting him into orbit, where he couldn't find his way back to Earth nor die, [[FateWorseThanDeath left to linger until the isolation shut down his thoughts completely]]]].
** ''Manga/StardustCrusaders'':
*** Dio Brando was already powerful in ''Manga/PhantomBlood'', where his arsenal of [[OurVampiresAreDifferent vampire abilities]] includes [[CharmPerson hypnosis]], [[HealingFactor regeneration]], SuperStrength, SuperSpeed, SuperToughness, turning his hair into CombatTentacles that can implant brainwashing parasites, [[EyeBeams shooting pressurized jets of fluid from his eyes that can cut steel]] and [[AnIcePerson lowering his body temperature to the point he freezes whatever he touches solid]]. But then in Part 3, he gains a [[FightingSpirit Stand]] in the form of The World, which, alongside the standard "Power Type" abilities, has the ability to [[spoiler:[[TimeStandsStill stop time]], which makes him pretty much immune to any attack he sees coming and lets him kill people before they know it]].

** ''Manga/DiamondIsUnbreakable'' has quite a lot of examples, but special mention must go to the BigBad, Yoshikage Kira, who already has a Stand that can make anything it touches into an bomb that will blow up anybody who touches the Stand-touched object (''the person'' touching will explode and not the object). Then, [[spoiler:it evolves and he can now invoke [[GroundhogDayLoop time loops]]]].
** ''Manga/GoldenWind'':
*** Giorno Giovanna's stand Gold Experience has the ability to give life force, and it's exactly as versatile as it sounds. He can turn inanimate objects into any animal or plant of his choosing and back again. Said animal/plant will seek out the object's point of origin (so if someone loses a shoe and Giorno turns it into an animal, it will seek out the shoe's owner) and reflect any damage they sustain back on the attacker. If he gives life to something that already has it, it speeds up their thought patterns well beyond what their physical body is capable of, meaning that if Gold Experience lands a single blow on you the fight is basically over as you can't control your body or stand well enough to retaliate. He can turn inanimate objects into body parts to replace lost ones, such as turning bullets lodged in a target into the skin and blood vessels they destoyed. [[spoiler: He can even bring back the dead, albeit temporarily]]. The author had to retcon that second one out of Giorno's power set after the first handful of chapters to stop Gold Experience from becoming a StoryBreakerPower. Even without it, Gold Experience is easily one of the most versatile stands in the series with borderline unlimited uses, though Giorno has to apply it a bit more creatively than "Punch the other guy once and win instantly".

*** Similarly to previous {{Big Bad}}s, [[spoiler:Diavolo]], has some sort of time manipulation ability, which allows him to see all possibilities in the next tens of seconds or so, and then skip immediately to the results he wishes. The only reason why he is defeated is because [[spoiler:TheHero is empowered by the artifact that gives the Stand powers and gains the power to negate '''''[[NoSell anything you do]]''''', including your abilities]].
** ''Manga/StoneOcean'':

** Funny Valentine, the BigBad of ''Manga/SteelBallRun'', not only won the Superpower Lottery, but he also bought all the winning tickets. [[spoiler:His powers allow him to access [[AlternateUniverse Alternate Universes]], by which he can use WeaponizedTeleportation, trapping people in them, where [[NeverTheSelvesShallMeet if alternate selves touched each other, they would simultaneously explode]] (an effect Valentine himself is conveniently immune to), [[ImmortalLifeIsCheap transfer his consciousness to alternate selves if his current body is killed]], [[WeHaveReserves summon aforementioned alternate selves to]] [[MesACrowd his universe to assist him]], bring others to fight his enemies, and, with the help of a MacGuffin, [[KarmaHoudini cause all "misfortune" to fall through him and hit another random stranger on the opposite side of the planet]]]].
** ''Manga/{{JoJolion}}:''

** [[spoiler:In Chapter 213, it is revealed that Izuku is the first user of One For All who can access the abilities of his predecessors. Meaning that he now has ''SIX'' extra Quirks besides One For All: [[CombatTentacles Blackwhip]], [[NotQuiteFlight Float]], [[SpiderSense Danger Sense]], [[SmokeOut Smokescreen]], [[ChargedAttack Fa Jin]], and [[SuperSpeed Gearshift]]). All Quirks have been drastically improved because of One For All's power. Not only that, but he can interact with the spirits of previous users of One For All and even watch their memories. Not bad for a guy who was born Quirkless.]]

** Dartz, villain of the ''Waking The Dragons'' arc of ''Anime/YuGiOh'' arc has several unfair cards in his deck. In addition to the overpowered Seal of Orichalcos card which his minions use, he also has two cards that add additional effects to the Seal, making it even more absurdly powerful than before. When the third level of the Seal is played, all his monsters get 500 more ATK, he can use his spell and trap card zones as monster zones where his monsters can't be attacked unless his regular monster zones are empty and allowing him to control up to ten monsters, he can sacrifice monsters to stop attacks, he gets 500 lifepoints each turn for every monster he controls, and he can negate spell and trap cards that target his monsters, and the Seal is supposedly impossible to destroy by normal means. He also has a monster called Orichalcos Kyutora, which has the ability to stop him from taking battle damage, but when it is destroyed, it summons Orichalcos Shunoros and increases its ATK by all of the damage Kyutora absorbed. Shunoros then summons one monster that has 300 more DEF than whatever attacks it and redirects all attacks to itself, and another than has 300 more ATK than the ATK or DEF of whatever it attacks and these two monsters can't be destroyed while Shunoros is on the field. [[SerialEscalation But when Shunoros is destroyed]] Dartz can then summon Divine Serpent Geh at the cost of all of his lifepoints and deck, which has an ATK of Infinity and prevents him from losing as long as it is on the field.
** In the final arc of ''Anime/YuGiOh'', Evil Bakura's ultimate monster, Diabound Kernel, may be one of the most broken monsters ever. Diabound has the ability to ''permanently'' [[PowerCopying copy the abilities of any monster it defeats]], growing more and more monstrous with every victory. And Diabound is only a fraction of the power of the true BigBad, Zorc the Dark One, who is [[TheWorfEffect capable of defeating]] Exodia (who normally is an automatic win) and the Egyptian gods.
** Sartorius, possessed by The Light of Destruction, of ''Anime/YuGiOhGX'' has the ability to see in the future. While he isn't the first character to have this ability, or to fake having it by cheating, he is by far the best at it, and plus he has the advantage of being fated to win, so he knows exactly how his duels will go. He can only be beaten by somebody who is ImmuneToFate. He uses cards with TarotMotifs that randomly choose from a positive or negative effect, and he always knows which one they will land on, and he can make them land on their positive effects at will. His most impressive victory was when he predicted that a duel would be over in one turn, but then let his opponent take the first turn, and he still won, by using cards that could be activated right from his hand to turn his opponent's first turn kill strategy against them, becoming the first character to win a duel in zero turns.
** Paradox, the villain of the movie ''Anime/YuGiOhBondsBeyondTime'' uses the Malefic Dragons, most of which are corrupted version of dragons used by heroes in the series that he stole that have all of the attack power of the originals, but he can summon as many of them as he wants without any cost. His first ace monster, Malefic Paradox Dragon, has 4000 ATK and has the ability to summon a Synchro monster and makes all of the opponent's monsters lose attack equal to the total attack of all other Synchro Monsters he controls except for itself. His second Ace card, Malefic Truth Dragon, has 5000 ATK and has the ability to destroy all monsters the opponent controls and inflict 800 damage for each one whenever one of his other Malefic monsters destroyed a monster in battle, and he can prevent it from being destroyed by removing Malefic monsters in the grave from play.
** Z-One, the BigBad of ''Anime/YuGiOh5Ds'', stands out with his Temporal Machine Gods. For starters all of them have 0 attack and defense, but share the common effect of being completely immune to destruction by any effect, negating battle damage and returning to the deck at the beginning of Zone's next turn. They each have their own effects that occur when they battle. There are eleven of them in all: [[labelnote: Camion]] Shuffle all monsters your opponent controls into the Deck after damage calculation, and inflict 500 damage to your opponent for each monster shuffled.[[/labelnote]], [[labelnote: Gabrion]] shuffle all cards your opponent controls into the Deck, after damage calculation.[[/labelnote]], [[labelnote: Hairon]] If this card battles while you and your opponent have different amounts of Life Points, inflict damage to your opponent equal to the difference, after damage calculation.[[/labelnote]], [[labelnote: Metaion]] return all other monsters on the field of your choosing to the owner's hand, and inflict 300 damage to your opponent for each monster returned.[[/labelnote]], [[labelnote: Michion]] Inflict damage to your opponent equal to half their Life Points, after damage calculation.[[/labelnote]], [[labelnote: Raphion]] Return the monster it battled to the hand and inflict damage to your opponent equal to that monster's ATK.[[/labelnote]], [[labelnote: Razion]] Return all monsters your opponent controls and all cards in your opponent's Graveyard to the Deck. When your opponent draw(s) a card during the Draw Phase, inflict 1000 damage to your opponent.[[/labelnote]], [[labelnote: Sandaion]] Inflict 4000 damage to your opponent at the end of the Battle Phase.[[/labelnote]], [[labelnote: Tzaphion]] Shuffle all Spell and Trap Cards your opponent controls into the Deck, after damage calculation (which has the additional effect of drawing five cards when she leaves the field)[[/labelnote]], [[labelnote: Zadion]] If this card battles while your Life Points are lower than 4000, your Life Points become 4000 after damage calculation.[[/labelnote]] and last but not least, [[labelnote: Sephylon]] Once per turn, you can Special Summon as many "Timelord" monsters as possible from your hand, Deck, or Graveyard, and their ATK becomes 4000. This card gains ATK equal to the combined ATK of all "Timelord" monsters you control, except "Sephylon, the Ultimate Timelord". Negate the effects of any monsters that battle with this card. If this face-up card would be destroyed, you can remove from play 1 other face-up "Timelord" monster you control instead, and if this card would be destroyed by battle, you take no Battle Damage from that battle. [[/labelnote]]. This in addition to a series of traps that lets him summon them at will.

** ''Anime/YuGiOhArcV''[='=]s BigBad, Z-ARC puts all of the previous villains to shame with a deck that revolves around not even giving his opponents a chance to fight back. First off, he has Pendulum Monsters that not only turn any damage he might take into healing so long as he has "Servant" monsters, but they have scales of 0 and 13, letting him Pendulum Summon anything. His namesake ace monster, Supreme King Dragon Z-ARC, destroys every monster and deals damage equal to the combined Attack of the destroyed monsters when it's summoned, is completely invincible so long as there are Extra Deck monsters in the Graveyard or Banished, is immune to the effects of the opponent's extra deck monsters and shares the immunity with its allies, and destroys any card added to the hand outside the Draw Phase, making both Action Cards and tutoring nigh-pointless. And if his opponents decides to Extra Deck summon, he can use the same summoning method to summon a more powerful version of [[spoiler: the Dimension Dragons]] to shut them down. And if by some miracle you manage to get past all that and destroy Z-ARC, it's a Pendulum Monster, so it can be Pendulum Summoned back to the field. It takes a gauntlet of nearly every single major character putting up a near-hopeless struggle against him [[spoiler: to bring out a set of cards meant specifically to be his AchillesHeel, and was still poised to win if it wasn't for Yuya FightingFromTheInside and sabotaging his last turn.]]
** The FinalBoss of ''Anime/YuGiOhVRAINS'', [[spoiler: Ai]], takes a step backward in overpoweredness. His deck is still tough, but it's not as blatantly unfair as previous Final Bosses. His @Ignister focuses on summoning Dark Templar @Ignister, whose effect allows him to swarm his field with monsters that he can use to summon other powerful monsters, and he can use multiple summoning methods. His dueling skills also rival that of Playmaker [[spoiler: due to watching him duel throughout the entire series]]. For his final duel against Playmaker, however, he brings out his ultimate trump card, The Arrival @Ignister, a NighInvulnerable Link-''6'' monster. First of all, it has 1000 Attack for each Link Material used to summon it, giving it a base of 6000. Then it gains 1000 more attack for card the controller has on the field. Second, it can place a counter on itself, and while it has a counter, it can't be affected by card effects. This includes the controler's own card effects, but the counter can be removed to designate one monster, including itself, to only be unaffected by the opponent's effects. Finally, once per turn it can just straight up destroy an opponent's monster and summon a token, which can be used to summon more monsters or just stick arround to boost its attack. This is all without any other protective effects his other cards might confer.

** While slightly less ridiculous than [[spoiler: Ajimu]] (if only because she hasn't seen everything she can do) Medaka is versatile as well. Her ability is called "The End", and its power is to copy and perfect abilities that are used against her. Hit her with mind control? Now she has it, and she's better at it than you. Superhuman reflexes fast enough to dodge bullets? Now she has them, and they are even faster. And this is on top of her already incredible strength, speed, stamina and [[MadeOfIron resiliance.]] This has been at work ever since she was born, in a flashback she mentions that she had absorbed all the knowledge of academics she currently posses she had memorized ''[[ChildProdigy by the age of one.]]''

** In addition all the other handy powers that Arrancar have, Baraggan Louisenbairn can Ressurecion ability [[MakeThemRot can make anything age and rot]]. At its weakest, this ability can [[TimeStandsStill slow the movements of Baraggan's movements]] and at full strength [[RapidAging rapidly age]] anyone and ''anything'' that gets close to him, [[DamageReduction destroying or reducing the power of even the strongest attacks so they do nothing]] and allowing him to, unless his opponent takes [[LifeOrLimbDecision drastic measures]], kill anyone with just his presence alone. With this power he was considered the undisputed King of Hueco Mundo before Aizen came knocking, the only thing that can get around this power are techniques that go for the mind, and [[spoiler:it's so game-breaking that ''he's'' not immune to his own power and needs to use a secondary ability to protect himself]].

** In ''Can't Fear Your Own World'', Shinji finally reveals his Bankai - and with it, the reason why he never used it before no matter ''how'' dire the circumstances were. His Shikai is already fairly powerful in its ability to invert the senses, taking ConfusionFu to a new level. His Bankai on the other hand can allow him to approach a group of enemies, then [[WinsByDoingAbsolutelyNothing beat them all by doing absolutely nothing]] as his Bankai [[spoiler: Inverts your sense of "Ally" and "Enemy" - with only Shinji unaffected. If you're against Shinji? You're now his ally - while you and your friends turn on each other]]. It explained why he never used it though ''despite'' the extreme circumstances - it's ''not'' friendly fire proof. If only Aizen knew [[NiceJobFixingItVillain that he did the world a good thing by hollowfying Shinji]] - since being hollowfied meant it couldn't be stolen.

* ''Literature/ACertainMagicalIndex'': On one end, you have people like Mikoto who worked hard to raise their [[RandomPowerRanking rank]] and have intimidating powers. And then you have Accelerator. He can change the velocity vectors of ''anything'' he comes into contact with, including physical objects, energy blasts, and even UV radiation. This activates ''automatically'' as well, to protect him from any possible threat. When a character can theoretically fly, replicate the effects of a variety of other offensive powers, (theoretically) shrug off a nuclear bomb without even trying, and still have time for an EvilLaugh, you have to wonder if something went wrong somewhere...
** There are also people like [[RealityWarper Izzard]], [[OneManArmy Kanzaki, Vento of the Front]], [[KungFuJesus Acqua of the Back]], [[spoiler:[[OurAngelsAreDifferent Fuse=Kazakiri]], [[BigBad Fiamma of the Right]]]]. Heck, even PluckyComicRelief characters such as [[TeleportationWithDrawbacks Kuroko]] counts. The entire series is filled with people that, anywhere else, would be considered [[StoryBreakerPower story-breaking.]]
** And then there's Touma and his AntiMagic right hand, which can negate the abilities of everyone above. [[spoiler:Later novels suggest that his power originates from the combined will of the Magic Gods. Furthermore, Volume 22 reveals that the Imagine Breaker is actually a ''PowerLimiter''. If it's removed, Touma's shoulder will manifest [[EldritchAbomination an invisible entity]] which is stronger than God himself.]]
** How big are the "lottery jackpots" in this series? When a character that can [[spoiler:''create and end universes with a thought'']] isn't even ''the'' strongest entity in existence, you know the lottery is broken.

* ''Literature/DateALive'': Prominent among both the humans and the Spirits.
** Every human are capable of using the super technology Realizers to become Wizards, but not everyone has equal level of compatibility with it. Origami is considerably stronger than her peer in Anti Spirits Team, and yet she is nothing compared to Mana (who ranks second in all of Deus Ex Machina, although that's [[spoiler:because her body was modified to the point where she only has 10 years to live]]) who can defeat lesser Spirits. [[CoDragons Ellen Mira Mathers and Artemisia Bell Ashcroft]] are even more powerful, to the point where they can go toe-to-toe against most Spirits fairly easily.
** The Spirits are human-looking girls who come from another dimension ([[spoiler:or rather, humans who were given Sephira Crystals by [[MonsterProgenitor Phantom]]]]), and all of them possess an Astral Dress and an Angel, which basically make them invincible to anything that isn't another Spirit. However, the actual powers that each Angel possesses differs, with some being more useful than others:
*** Kurumi with her [[TimeMaster Zafkiel]] is the first example. She possesses a pair of guns which can manipulate time in 12 different ways with its bullets (accelerating up for SuperSpeed, slowing down for BulletTime, causing RapidAging, reversing states of objects for HealingFactor, [[{{Seers}} predicts the future]], MentalTimeTravel, [[TimeStandsStill freezing objects in place]], [[SelfDuplication create temporal clones using her memories]], [[{{Telepathy}} share her senses]] with subjects she sent with her time travel powers, [[PensieveFlashback read an object's past]], and TimeTravel forward or backward). Although their usage uses up enough mana to [[CastFromLifespan endanger her life]], she can cast [[CastingAShadow City of Devouring Time]] to drain mana from others, be it humans or Spirits.
*** [[spoiler:Kotori]]'s Camael is ridiculously powerful, as she literally [[HealingFactor cannot die unless she runs out of mana]] or is [[ThereIsNoKillLikeOverkill completely destroyed]]. Offensively, she can summon a battle-axe that can create [[PlayingWithFire flames]] powerful enough to burn even other Angels to ashes.
*** Natsumi's [[VoluntaryShapeshifting Haniel]] is less powerful in direct combat, but it can [[PowerCopying replicate the lesser powers of other Angels]], which means it is one of the most versatile Angels around. This is on top of its ability to turn anything into anything else, which can affect all but beings stronger than her.
*** As the Second Spirit, Nia possesses [[GreatBigBookOfEverything Rasiel]], which is literally ''omniscient''. All that Nia needs to do is touch the book and it will mentally answer the user any question (except subjective questions, such as "what should I do?", allowing her to be taken off-guard). Then it can also ''bend the future'' to an extent (it cannot directly affect beings more powerful than her), and create [[MookMaker monsters made of its papers]]. Lastly, it can open portals to ''send people to the fictional world'' where they will be stripped of their powers and have to contend with their story's setting.
*** Mukuro's [[MeaningfulName Michael]] takes the cake. With her CoolKey, Mukuro can tear open holes in the space-time continuum, allowing her to transport anything (herself included) to anywhere. It can also lock the traits of the objects it touches, from physical traits (such as abilities) to ''abstract concepts'' (like emotions and memories). She can even stop [[ApocalypseHow the Earth's rotation]] with it. And this is ''before'' using her key's true form -- a halberd -- which enhances its powers even further.
** The game ''VisualNovel/DateALiveRinneUtopia'' introduces the Angel Eden owned by [[spoiler:Rinne Sonogami]]. [[spoiler:It creates ''[[LotusEaterMachine an entire world]]'' within reality, with the user as its "Ruler". It allows the user to alter events, memories, and even the flow of time within the world.]] As if that is not enough, [[spoiler:the Angel's core can inflict OneHitKill on anyone -- humans or Spirits -- and can produce [[EliteMook Guardians]] to help the Ruler do her bidding]].
** [[BigBad Isaac Ray Peram Westcott]] himself gets this two times when obtaining the powers of the Inverse Spirits.
*** In Volume 13, he has Nia's Qlipha Crystal inserted into his own body, allowing him to use the Demon King, Beelzebub which gives him the abilities of omniscience, ability to bend the future to his will, create minions to do his bidding, and trap people in the world of fantasy. Although the first two is somewhat restricted due to Nia and Rasiel's survival.
*** In Volume 19, he uses the same ritual that summoned Mio Takamiya, the First Spirit, into the world on himself, which turned him into the Second/Inverse Spirit of Origin, giving him access to three Demon Kings. Athiel allows him to emit dark particles that can kill anyone touching them, Belial allows him to manipulate the laws of reality, and Qemetiel allows him to illuminate the world with darkness before erasing someone from existence.

** Midnight's "Reflector" magic is basically a carbon copy of [[Literature/ACertainMagicalIndex Accelerator]]'s esper power with the added twist of letting him bend the light entering a person's eyes to create inescapable illusions just like [[Manga/{{Bleach}} Aizen]]. No doubt about it, he's [[StoryBreakerPower quite powerful]] and the strongest member of the Oracion Seis sans Brain's SuperpoweredEvilSide Zero. Though, to be fair, it does have two [[KryptoniteFactor loopholes]] that make it even remotely possible for someone to defeat him. The first one gets around Accelerator's power set: [[spoiler:he can't "reflect" living things (i.e. people's bodies).]] The other one is that [[spoiler: he can't reflect attacks if he's using his powers on something else.]] After the {{Timeskip}}, he added [[CastingAShadow Darkness]] magic to the mix, which gets around the first weakness and he combine it with his "Reflector" to create {{Unblockable Attack}}s.

* ''Literature/HaruhiSuzumiya'' series: Mikuru has a TimeTravel device that can only be used with permission from her superiors in the future. Plot-important, but lame. Itsuki can enter [[PhantomZone Closed Space]] and surround himself in a flying glowing shell to fight giant energy beings. Pretty neat, though he's completely powerless outside of Closed Space. Haruhi is a powerful RealityWarper... but she's LockedOutOfTheLoop and -- limited by [[InformedAbility her common sense]] -- only uses her power subconsciously. No, the ''real'' winner is the SufficientlyAdvancedAlien Yuki, who can tie the fabric of reality in knots, manipulate probability at a whim, make herself an InstantExpert in anything she likes, and in the fourth novel [[spoiler:''steal Haruhi's power altogether, permanently depowering Haruhi'' in order to totally rewrite reality to her whim and make herself the female lead]]. Even ''without'' the RealityWarper or TechnoWizard part, she still has inhuman computational abilities just by merit of her [[SufficientlyAdvancedAlien creator]]--her hacking the game played against the Computer Club and micromanaging twenty different fleets ''in real time'' involved nothing but RapidFireTyping. But the real kicker? Per Kyon's prior "no cheating" command, she [[WillfullyWeak deliberately constrained]] her typing speed ''within '''normal''' human limitations''.

Being the Sacred Gear of TheHero, we see this one go through several upgrades throughout the series. At its strongest form, [[spoiler: Diabolos Dragon has literally infinite power (though it's nerfed due to Issei's body not being able to handle such power) and can summon Ddraig himself in the flesh for a short time to fight along Issei.]]
** [[ManaDrain Divine Dividing]] contains the Vanishing Dragon Albion and all of ''his'' powers, including the ability to divide the enemy's power in half and add it to the user's own and an Attack Reflector. In stronger forms, he's able to divide literally anything in half, and eventually can divide whatever he chooses into non-existence. [[spoiler: He also gets his own Diabolos Dragon form]].
