Lupo's transfer is finalized, and he and Green are officially partners. The wife and daughter of wealthy CEO John Conlan are kidnapped during a city-wide blackout, and their maid is murdered. A kidnapper soon calls in a ransom demand but the suspect, Nick Costas, is killed in an accident before he can be arrested. Cutter orders Lupo and Green to search a store owned by Costas' family, even though they cannot get a search warrant. A kidnapper soon calls in a ransom demand, and the detectives arrange to be present for the drop. A man on a bicycle takes the money but is killed in an accident before the police can catch up with him. The suspect is identified as Nick Costas. It appears he was holding the victims at a store his family owns; but his father has Alzheimer's Disease and cannot give the address, which causes difficulty in getting a search warrant. Cutter orders Green and Lupo to search anyway.

Inside the store, the detectives find Mrs. Conlan dead but her daughter Katie alive. Lupo arrests Costas' cousin Roy Barkin, who was also inside the building. It emerges they had another accomplice, but this person was hired by Costas and Barkin can't identify him. Meanwhile, evidence suggests the kidnappers knew the blackout was due and came prepared. This leads to the discovery that two power companies, one of which is owned by Mr. Conlan, have been colluding to periodically withdraw power supply in order to drive up energy prices. The missing accomplice is somehow connected to him.

Cutter and Rubirosa track down a Marty Dressler, who had been spying on Conlan by hacking into his computer. However, since Dressler deleted evidence, they can't prove that he knew about the scheduled blackout or is connected to Barkin. Because of the issue with the search warrant, Cutter needs Conlan's testimony; but Conlan refuses to implicate himself for fraud. Cutter gets the case dismissed and the defendants released, then tells Katie that they are going free because her father won't testify. Conlan agrees to give testimony and the trial proceeds.
