* Cooperation Ability: The Phantom Thieves are notably a lot more moderate than other members of the GUAC. For one, they are not opposed to the existence of laws and traditions (one of the members is a cop!), and would prefer a peaceful or reformist solution before anything drastic. Secondly, they have a very strict [[Main/ThouShaltNotKill No Kill Rule]] and will insist on no killing in operations whenever possible. They have become so adept at this, they have even learned how to [[VideoGame/Persona5Strikers convince targets to give over their treasure]] so that their [[Main/HeelFaceTurn change]] is less risky and more genuine. They are also adept at fighting those who attempt to use the mental realm to control others, especially gods. And as shown in the [[VideoGame/SuperSmashBrosUltimate 5th Smash Tournament]], their leader Joker is no slouch at fighting in the real world either, which extends to all of them sans Sohpie. They also have connections through the Pantheon, whether it be with the other Persona-using groups, video game deities, or just heroes. When the GUAG wants to ask about the GUAC, they usually go to the Phantom Thieves.

* Reason for Joining: The Phantoms Thieves are so renowned for changing the hearts of corrupt authority figures and fighting supernatural forces of oppression that it's often joked that they suddenly remember defeating another god who tried to enslave humanity every other week. They fight to inspire the masses to rise up against the corrupt elements of their own society, and they are widely respected in turn despite them being criminals. When Lucifer initially recruited them into the GUAC, they refused, seeing the "do whatever I want" mentalities of many members as the same as the very "rotten adults" they fight so hard to oppose. When the alliance was reorganized, Lucio extended yet another invitation to the Thieves, asking them to join the alliance in order to support a version of Chaos that helped the common people instead of just the strong. They cited unanimously in favor.

Not all laws are created equal, and certainly not all rulers and governments themselves. There are plenty of examples in the Pantheon where order is overbearing and authority is abused so often that they become the targets of this group. Aside from bigger targets within the Alliance which will bring too much trouble even for them, this subdivision of the GUAC searches for examples of tyrannical and despotic rule, and aims to break their regime one way or another. Some members would prefer to deal with those tyrants in person, and while some find the idea satisfying, others believe in a more subtle approach in handling such repressive authorities, in the form of sabotage and secret operations. This group is also inviting to some deities who would do neither, but instead empower those under the heel of unfair authority or enforcement, and giving them the ability to decide for themselves how to handle such problems.
