This was his real name, and his name is similar enough to the Greek word for sea serpent (and the root word for Dragon), and so little is known about the man himself, that it's up for debate whether this is a coincidental aversion, the trope played straight (tyrants were not considered bad in Greece, so naming yourself or your son something fierce would be a decent political move), or even possibly a partial inversion, with Draco laws being so legendarily unforgiving that Latin and Medieval scholars conflated his name with the similar word, giving rise to dragons.
