He calls Barnaby to rescue him but - because he cannot let the person he is with know that he is a cop - he pretends to be calling a friend. Calling Barnaby 'matey' initially confuses the Inspector, but he soon figures out what is going on.

It's actually a radio location device for finding the BigBad's lair, but unfortunately Jeff's colleagues were outside the door listening and think he's in league with the BigBad, so they try to recover the device.
