A young girl named Minli lives in a ramshackle hut with her parents in the village of Fruitless Mountain, so named because nothing grows on it, and birds and animals do not rest there. One evening, her father tells her the story of the Old Man of the Moon, who knows the answers to all of life's questions. Inspired, Minli sets off to find the Old Man of the Moon to ask him how she can change her family's fortune. Along the way, she meets a dragon (called simply Dragon) who wants to ask the Old Man of the Moon why he, unlike other dragons, is unable to fly.
