Hamilton evidently assumes that she's the ''only'' person who will question the selection of New Orleans, so eliminating her will guarantee the port deal once Clearwater is evacuated. So why doesn't it ever occur to him that a lot ''more'' people in Washington are bound to lose faith in the New Orleans site as a potential building location, if said site has been catastrophically flooded ''twice in a dozen years''?
