We see Donna do something similar when she blows out the tyres of the bus in Season 2 to prevent the passengers from trying to leave.

The monsters are very strong as well as impervious to most forms of physical harm, so the humans have very little to use in way of trying to actually combat them. And we've seen just how easily the creatures can tear a human being apart, so everyone probably figured it was easier to just hide.
