*** That still doesn't explain why clearly non rejected characters are ending up in the Wasteland. Also, if it is simply an "older version" rule, why isn't an older version of Mickey there?
** Not sure if this helps, but in "Tales of the Wasteland," Oswald admits that he's not totally forgotten, it's just that the few fans he does have think of him more as a proto-MickeyMouse.

** You have facts wrong. None of the Sensational Six Disney character are in the wasteland - Daisy, Donald, and Goofy are all robot duplicates. Minnie doesn't appear in the game at all (aside from her image on trashed merchandise) and neither does Pluto, so I'm not sure where you're getting that from. Horace Horsecollar and Clarabelle Cow's only appearance in DECADES in animated form was the fairly recent (and not exactly world-changing) WesternAnimation/HouseOfMouse as minor recurring characters. But they're not loved, they've never had their own properties, and outside of the comics most people don't remember them. Mickey, Donald, Goofy, and even Pluto have all had either their own television series, a long series of theatrical shots, or both - and Minnie and Daisy, as love interests are able to ride on their coat-tails. Hence, Clarabell and Horace just aren't remembered well these days. The only valid point is Pete - they try to justify it by saying it's because his peg leg was discarded in his design, but that's just bullshit - Pete (despite their lame justifications) doesn't belong in the Wasteland, and it's just clearly uncreative that he's there and appears in so many different forms. As for Smee and Hook - Smee is a discarded prototype design and Captain Hook is a robot built to keep Smee company, just like Daisy, Donald, and Goofy. If anything, my complaint with the game so far is that they've used generic non-existent characters as [=NPCs=] for shopowners when there are a gaggle of other forgotten Disney characters not in the game at all - such as Peter Pig, Humprhey, Ranger Woodlore, and Clara Cluck, as well as Oswald's other supporting cast members of Fanny and Homer that they could have used instead of generic reskins of Goofy, Clarabelle, and Horace.

* Both games are awesome and both games have Disney and a Heart-theme, yes, but they are really nothing alike, just like the Original Editor said. Kingdom Hearts is a Fantasy Action-RPG, Epic Mickey is a Jump and Run Platformer. Kingdom Hearts features a High and Mighty King-Badass MickeyMouse, this one features Franchise/MickeyMouse as a, more or less, BadassNormal. There are similarities, yet the games aren't comparable. Strange, but true.

*** In Europe, Horace and Clarabelle are extremely famous. In any Scandinavian country, it's almost impossible to find somebody who hasn't read about them in Disney's comic books. Granted, kids these days don't read comic books as much, but anybody in Europe who's 25 or older is pretty much guaranteed to know who Horace and Clarabelle are.

** Ortensia wasn't merely thinned, though — all her paint had been sucked out and absorbed by the Blot, which presumably means her "soul" was as well. Her very essence was trapped inside the Blot as one more Lost Character, and AWizardDidIt allows that paint (not just any paint) to return to Ortensia's petrified body. Chances are, trying to add different paint to the petrified Ortensia 'shell' would either not have worked at all, or given life to an Ortensia-shaped Toon that wasn't actually *Ortensia*.

* Should characters & elements from WesternAnimation/TheBlackCauldron be in Wasteland? That hasn't just been forgotten by the public, but by Disney themselves. Is that what stopped it from being included?
** More that said film was an adaptation of the Literature/ChroniclesOfPrydain series of books by Lloyd Alexander. The characters in it, from Gurgi all the way through to the Horned King, and with the exception of Creeper (who was a CanonForeigner), belong to the original author, and so are not Disney characters. (This is also part of why Disney quietly omits the film as often as possible -- royalties go to the estate of Lloyd Alexander, cutting Disney's notoriously stretched budget.)

* The Thinner Disaster is implied to have happened before Mickey became famous. When the Blot invaded, the Mad Doctor is said to have switched sides, backstabbing Oswald. But, if the short the Mad Doctor appeared in was released in 1933, how could he be in the Wasteland during the Thinner Disaster?

* At the end of the game, Ortensia is brought back to life when paint rains on her. If all it takes is paint, why couldn't Mickey use the brush to paint her again? As seen in both games, paint CAN revive characters who have been thinned.

Now true, Constance was only named and installed in the 2000's, but her concept as an axe-wielding BlackWidow ghost bride dates back to Marc Davis concept art from the 1960's. If you'd forgotten that, that's kind of the point. Basically, Constance-from-the-concept-art was a forgotten character from the 1960's to the 2000's, and lived in Lonesome Manor; then when she was installed in the ride she became one of the few Wastelanders to be "remembered" and be sucked back into the real world as a result (hence why she's no longer hanging around Lonesome Manor, and Horace is free to investigate her.)
