** Considering the end of the movie, it's apparently completely deliberate that Michael can't control the "execute your preferences" function. The whole point is to teach Michael to actually experience and enjoy his life rather than spending it all working his butt off and ignoring his friends and family. If the remote really did only function when he expressly wanted it to then there would be no actual disadvantage to having and using it and thus Michael wouldn't learn the lesson the remote is there to teach him.

** Michael is an idiot and the plot requires Michael to be an idiot in order to work. He has a remote that can fast forward, pause, though not really rewind time at least show him what happened among other things and for the most part he only uses it to get out of having to experience things he finds boring and get to the good stuff, which isn't just his work. If he used the remote to 1/100th of it's potential there would be no movie because he'd do what the OP suggested among lots of other problems it could solve for him.
