Baxter (Grams's mom/Piper's past life) was destined to be the Warren witch whose line would lead to the Charmed ones, so she could a version of Melinda Warren's freezing power while her cousins (P. Bowen and P. Russell were born with other powers. Likewise, while the Elders and the Charmed Ones weren't aware of Paige's existence, the Angel of Destiny would've known not only that she existed but that Prue would die, so she would've been born with the power of telekinesis with the understanding that it was her destiny to eventually take over for Prue in the Charmed prophecy.
