Meaning he could only fire it as long as the horizon. If I'm not mistaken, for the telescope standing, say, a hundred meters high, it would make 50 kilometers or so. And that is, of course, if nobody simply sends a bomber and blast the telescope. With a bomb. Which he has no protection from. I know, it will sound a tad redundant, but that was the stupidest EvilPlan ever!
