** It appears to be a rule that varies from country to country. One directly enforced by that country's government itself rather than the group. As for why, that's anyone's guess, but I would assume it's because the actual military exists, making the specific group killing the suspects redundant. Not that this appears to be explained InUniverse, mind you.
