Pretty much, Proper Protocol would have been to arrest the two, separate them and Leo simply never sees Vincent again. Leo then a couple days later gets his sentence reduced. Miraculously some evidence was found that proved some type of loophole yada yada yada. Leo serves out his reduced sentence and goes back to his family none the wiser.

That would explain why Vincent had to trick Leo initially, but yeah it doesn't make a whole lot of sense after they learn Harvey is in "Mexico". Especially when they rob a gas station and then break so many international jurisdiction rules.
