* When the prison guard asks Clouseau for his license to sell the balloons or paintings, why doesn't he just tell him, "I'm not actually trying to sell these, I'm a policeman tailing a murder suspect." and show his badge? Both times the guard approaches him, Maria was already far enough away that she wouldn't have heard the exchange. Plus, he's more competent here than in the later films so I strongly doubt he wouldn't keep his badge on him while doing policework.
