** Even though Justitia appeared seemingly from nowhere to incapacitate a robber and saved Parian's life, even though she was being interviewed by official Protectorate Capes at the time, the Enforcers attempted to force her to leave the area. Gallant made it quite clear that since a Parahuman was involved in apprehending the robber, this was a Protectorate investigation, which superseded the authority of the Enforcers.
