Figuring out why takes up a good portion of the early story, and continues to be a problem even later on, as summoning ship girls is not an exact science.

** Pennsylvania's ''worse'' than the Taffies were. War's been over for 70 years? She doesn't care. Those that died in the war were avenged many times over? She doesn't care. As far as she's concerned, the Japanese shipgirls are just waiting for the opportunity to knife them in the back, and she said as much to Jane Richardson, in front of (and referring to) [[ShrinkingViolet Shinano]]. She also consumes so many resources when she refuels that she's not allowed to sortie either, as the resource-starved nation would be hard-pressed to feed her. She's only allowed out once a target worthy of her massive weapons (a kilometer-long, indestructible aircraft carrier) is presented.
