As the story progresses, he starts growing into his own and, while nowhere near as strong as the more normal members of the Straw Hats, he's capable of holding his own fairly well. And from what is seen during Cross’s breakdown when he creates a small crater with a single punch hints that Cross may end up becoming strong enough to take on more than solely mooks like he always intended in the crew’s strength hierarchy.

And despite knowing how the universe, or more specifically B.R.O.B., autocorrects any massive changes, Cross tries to cause in order to retain the outline of the story, he still was confident in his capabilities to make changes, with everything else he accomplished beforehand. At least till the last venture of Paradise came to completely shatter that confidence in himself. By the end, he's despairing over the fact that even with his newfound Herculean strength and all the new crew members, skills, and weapons they've gained up to now, it's still just not enough to match up with the top powers of the world.
