Most wishes would have some degree of both in them and most wishes one could call 'selfish' have perfectly understandable motivations (such as Kyoko not wanting her and her family to starve behind wanting her papa to be listened to) and it seems like there is little correlation between the types of wish one makes and how much regrets one has (such as Mami having far more regret for wishing to save her life than Madoka for wishing to save a cat despite how one is objectively more reasonable than the other).
