* ContrastingSequelAntagonist: Datatsushi from the first game was a quintessential gender-ambiguous EldritchAbomination completely with BlueAndOrangeMorality, to the extent that it's never made clear it's even aware of its own actions. Mother in contrast is a distinctly female entity whose actions are very much comprehensible and driven by raw hatred towards humanity and even her own offspring.

!!Mamoru Itsuki
[[quoteright:128:https://static.tvtropes.org/pmwiki/pub/images/skjermbilde_2022_03_31_192023.png]]
A young journalist who arrives on Yamijima Island to gather material for an article for the mystery/science magazine "Atlantis". Can be considered the main character of the game.
----
* AlwaysSaveTheGirl: When he was a teenager, he was the OnlyFriend to a girl who was picked on for her strange birthmark. However, a careless comment on his part led to her attempting suicide. As a result, he became extremely trusting and supportive of women, perhaps (as the game shows) to the extent of ignoring his common sense.
* TheAtoner: Becomes this after [[spoiler:being tricked into releasing Mother and the Yamibito.]]
* TheHero: Much like Kyoya Suda, Mamoru Itsuki has the most playable levels and is considered to be the main protagonist of the story.
* HorribleJudgeOfCharacter: He just can't resist a pretty face. Yuri acts like a typical damsel at first, but there's clearly something off about her, and especially around the time she starts having him breaking what she literally tells him are ''seals to the underworld'', Mamoru really should have had a few more questions. If not for Ikuko stopping him, he would have singlehandedly freed Mother -- as it is, he paves the way for Shu to do it instead.
* LiteralMinded: He doesn't really display this a lot, but the only time it's made very clear is when Ikuko jokes about swimming to Yamijima. He actually does calculations over the likelihood.
* NerdGlasses: He always wears them, which goes with his logical thinking. [[spoiler:He loses them upon escaping from the Underworld he accidentally released.]]
* NiceJobBreakingItHero: He unintentionally [[spoiler:releases the Yamibito from the Underworld to the surface. With the help of Ikuko, he quickly seals the Underworld before too many gets out]].
* NotSoStoic: Upon finding out that he [[spoiler:was used by Yuri Kishida to release Mother and had accidentally aided them in unleashing the Yamibito on the island. Witnessing their handiwork on an abandoned ferry, for a mere moment he loses it and becomes determined to kill each and every one of them.]]
* TheStoic: He takes a lot of the disturbing events in Yamijimi Island with stride and rarely loses his cool.
* TookALevelInBadass: He starts off as a simple journalist trapped on an island, and develops into one of the few people who manages to [[spoiler:slay an EldritchAbomination bent on destroying humanity.]]
* UnwittingPawn: He realizes [[spoiler:too late that he is being used by Yuri Kishida to free her 'mother' from the Underworld, thus sending a new wave of enemies upon the island. He then spends the rest of the game trying to fix his mistake.]]

!!Yuri Kishida
[[quoteright:129:https://static.tvtropes.org/pmwiki/pub/images/skjermbilde_2022_03_31_192056.png]]
A mysterious, beautiful, yet vaguely unsettling young woman whom Mamoru stumbles upon at the beginning of the game. She claims to be on the island looking for her mother. [[spoiler: She's really an offspring of an ancient being known as Mother, and manipulates Mamoru Itsuki in unsealing her from her prison]].
----
* AdvertisedExtra: Recieves prominent focus in the trailers, but has no role beyond [[spoiler: using Mamoru to open the entrance to the Underworld and merging herself with Mother, who then sends her offspring to raise havoc on the island.]]
* ApologeticAttacker: [[spoiler: Though she is the most willing to follow Mother's plan to unseal her, Yuri doesn't seem to take much pleasure in killing the other off-springs who disobey Mother, and even shed tears as she goes to kill Ryuko Tagawa, one of her own]].
* BodyHorror: After luring Mamoru down to the [[spoiler:Underworld]], she opens her shirt... to reveal that she has no breasts. Instead, a giant face appears on her chest and stomach. A 'smiling' giant face, more specifically.
* TheDragon: [[spoiler: Is the only off-spring of Mother to willingly and successfully carry out her plan to enter the real world and terrorize humanity]].
* HumanoidAbomination: [[spoiler: Is eventually revealed to be an offspring of Mother, a gigantic and ancient mermaid creature.]]
* IdenticalStranger: When he runs into her, Abe is shocked at how she resembles Ryuko. [[spoiler:This is because all doves/offshoots are created based of the corpse of Yayoi Mikami, and when Ryuko started awakening as a dove, her face took on that appearance as well]].
* IgnoredEpiphany: [[spoiler:While killing Ryuko, their mutual psychic connection as doves/offshoots allowed her to feel Ryuko's desire to live as a human. Unfortunately by this point Mother had gotten much better at controlling her doves, so Yuri shrugged it off]].
* LadyInRed: Her attire gives her this impression, which suits her seductive nature. [[spoiler: They're actually stolen from the real Yuri Kishida, who she kidnapped and killed]].
* UncannyValleyGirl: Though she is a very beautiful young woman, her demeanour is considerably odd as she seems to be in a mission to find her 'Mother' and is willing to use her charms to get what she wants. [[spoiler: Considering that she's not even human, but an off-shoot of the horrific mermaid-like creature known as Mother, it's [[JustifedTrope justified]] ]].

!!Shu Mikami
[[quoteright:136:https://static.tvtropes.org/pmwiki/pub/images/skjermbilde_2022_03_31_192407.png]]
A popular romance novelist whose sight has been impaired by a traumatic childhood event. Born and raised on Yamijima island, he is returning home in order to recover his lost memories. In-game, he is able to navigate around by sightjacking his [[StealthPun seeing-eye]] dog Tsukasa.
----
* ApocalypseMaiden: [[spoiler:Mother sent Kanae to our dimension to get a human body she could use to invade, and only Kanae's motherly feelings toward Shu stopped him from being the one. Ironically, he met his intended fate some 29 years later]].
* BlindPeopleWearSunglasses: [[spoiler:He was struck blind at four years old, by seeing the image of Kanae melting into the sea]].
* BlindSeer: He's stricken with blindness due to childhood trauma (no need for spoilers, as it's the first scenario), finds himself able to Sightjack his seeing-eye dog (and others) when he gets to Yamajima island.
* CanineCompanion: Tsukasa, his seeing eye dog. [[spoiler:After Shu's death, Tsukasa finds a new owner, Soji Abe, to care for her.]]
* DecoyProtagonist: From the beginning, the game makes it look like he's the main character due to being the main reason why the majority of the cast were able to get to Yamijima Island to begin with. [[spoiler:He dies at the end of the first half of the game, after being devoured by Mother.]]
* SpiritAdvisor: Becomes this to other characters once [[spoiler:he is absorbed by Mother.]]
* TogetherInDeath: [[spoiler:With Kanae. [[MindScrew Or something like that]].]]
%%* TheWoobie

!!Ikuko Kifune
[[quoteright:142:https://static.tvtropes.org/pmwiki/pub/images/skjermbilde_2022_03_31_192126.png]]
A teenaged girl who works on the docks and on the boat when it gets whisked away by the red tsunami. She has the ability to take control of the beings she sightjacks.
----
* AllOfTheOtherReindeer: She's shown being bullied because of her psychic powers.
* {{Deuteragonist}}: She replaces [[spoiler: Yuri Kishida]] as the female lead, and is the one to rescue Mamoru Itsuki from [[spoiler: being devoured by Mother]]. Considering her personal ties to [[spoiler: Mother and her offsprings]], she is also motivated in [[spoiler: killing Mother to end her reign of terror on Yamijima Island]].
* CastFromHitPoints: Controlling a shibito for too long exhausts Ikuko, requiring her to take a few moments to catch her breath.
* GrandTheftMe: [[spoiler:The ending implies Mother may have done this to her, she covers her eyes staring into the sunlight like a Dove, has a sinister smile and the ending music gets more sinister once this happens.]]
* MindControl: Ikuko has the ability to control the movements of her enemies into attacking others or unlocking doors, at the cost of her stamina.
* PsychicPowers: Appears to have been born with mysterious powers, which she exhibits in the form of controlling the Shibito [[spoiler: and the Yamibito]].[[spoiler: This is likely because she is related to the offsprings of Mother, but has yet to awaken as one]].
%%* {{Telepathy}}
* {{Tsundere}}: Behaves like this towards Mamoru early on to her suspicion that he merely sees her as a monster just as everyone else had due to her powers, but eventually grows to trust him more once he saves her life.

!!Takeaki Misawa
[[quoteright:139:https://static.tvtropes.org/pmwiki/pub/images/skjermbilde_2022_03_31_192204.png]]
A major in the Japanese Ground Self-Defense Force who crash-lands on the island in a helicopter along with Yorito Nagai. He is determined and experienced, but is constantly haunted by visions of a rescue operation he took part in years ago.
----
* BloodKnight: Seems to enjoy combat a little too much, as his levels are the most combat orientated.
* TheCuckooLanderWasRight: [[spoiler: He is revealed to be correct in suspecting that Yuri Kishida is to be suspected, along with the assumption that a schoolgirl he rescued is not what she seems. Sadly, Yorito perceives him as having lost his mind and mistakenly kills him to protect Ichiko Yagura, unaware that she was the true monster, and not Misawa]].
* DetectEvil: [[spoiler:Takeaki Misawa's instincts are sharp enough to pick out avatars of Mother (Yuri), or people under the power of Otoshigo (Ichiko). It's implied that this is due to his brief exposure to the darkness in Hanuda, where he was the one to pull Harumi out of the ruins at the end -- along with a vision of hands reaching up toward him that shook him severely.]]
* FacingTheBulletsOneLiner:
-->[[spoiler:'''Takeaki Misawa]]:''' Nice shot.
* MisplacedRetribution: After a fashion. Harumi Yomoda shows up in his nightmares as a symbol of the supernatural horror he saw in Hanuda, which of course she wasn't responsible for.
* PsychicPowers: Following his exposure to the supernatural in Hanuda, he's developed the ability to perceive other supernatural phenomena--as well as a number of mental issues.
* SanitySlippage: Due to having rescued [[spoiler: Harumi Yomoda]], he begins to witness things no mortal can bear to witness, which breaks his mind. Even when on medication, he is shown to suffer from nightmares, visions, and bouts of mania. [[spoiler: [[InsanityImmunity Ironically, this is what helps him understand the true nature of Yamijima Island, and also see the Ichiko Yagura he had initially rescued for what she really is]]]].
* ShellShockedVeteran: He's haunted by visions of Harumi Yomoda, sole survivor of Hanuda, whom he rescued during a SAR op. He's apparently on some sort of anti-psychotic/anti-depression medication as a result. [[SanitySlippage It's not working too well.]]

!!Yorito Nagai
[[quoteright:133:https://static.tvtropes.org/pmwiki/pub/images/skjermbilde_2022_03_31_192143.png]]
A private in the Japanese Ground Self-Defense Force who crash-lands on the island in a helicopter along with Takeaki Misawa. Young and inexperienced, Yorito can't help, but follow Misawa's lead until the circumstances force him to man up and take charge of himself.
----
* BigBrotherMentor: Hiroshi Okita was his, helping him through the SDF and even saving his life in the helicopter crash by shielding him. It takes a while for Nagai to pull himself together after he dies, particularly when he re-animates as a shibito and Nagai has to kill him.
* BottomlessMagazines: The assault rifle he uses in his final mission [[spoiler:against Otoshigo]], which came out of absolutely nowhere with no buildup or explanation.
* DesperatelyLookingForAPurposeInLife: After he graduated high school, he couldn't think of anything to do with his life, so his uncle said that he might as well join the JSDF, which seemed like as good an idea as any.
* AFateWorseThanDeath: [[spoiler:When the tangent dimension collapses, Yorito is unlucky enough to get thrown to a dimension full of yamibito.[[AlternativeCharacterInterpretation Or maybe he just snapped.]]]]
* TheLancer: To Mamoru when they team up near the end.
* NewMeat: Starts out as this, as he is shown to be both naive and inexperienced in combat compared to his superior, Takeaki Misawa. He's a recent recruit to the JGSDF.
* NiceJobBreakingItHero: [[spoiler: He kills Takeaki Misawa with the assumption that he had gone insane and was about to execute a young girl for no reason. Upon rescuing Ichiko Yagura, she's quickly revealed to be an unwitting ally of Otoshigo, an ancient being who kills in desperation to see Mother once more]].
* TookALevelInBadass: After facing many horrific ordeals in Yamijima Island and seeing his comrades die and turn into Shibito, his eventually grows into a fearless and determined soldier, but his mind [[SanitySlippage starts to deteriorate as a result]].

!!Soji Abe
[[quoteright:135:https://static.tvtropes.org/pmwiki/pub/images/skjermbilde_2022_03_31_193253.png]]
The flatmate of a murdered young woman called Ryuko Tagawa who is accused of killing her. He kidnaps clairvoyant Akiko Kiyota and persuades her to help him clear his name. His special ability in-game is setting down hunting traps, which immobilize the enemy and makes them take more damage.
----
* AccidentalHero: [[spoiler:By tossing a lit cigarette into a squat-style toilet in the gold mine plant, Soji Abe inadvertantly detonates the twenty-odd years worth of methane which had been building up in the pipes, destroying the pylon Mother was using to bridge the dimensions and saving the world]].
* ClearMyName: He arrived to Yamijima with Akiko Kiyota to flee from the police over the murder of his girlfriend, Ryuko Tagawa, and to find evidence of his innocence.
* FaceOfAThug: Looks like your average delinquent, but is actually a rather friendly individual, if a little hot-tempered.
* FireForgedFriends: Due to a dislike of fortune-tellers (apparently one of them told him something along the lines of being a bug in a past life), he hated Akiko and disapproved of Ryuko's friendship with her. Once they get to Yamajima, he overcomes it and they become friends.
* IdiotHero: He tends to think with his heart and not his head, which makes him a rather pure person. He serves primarily as comic relief, but [[spoiler:gets one of the game's three MultipleEndings]].
* InterruptedSuicide: How he and Ryuko met, though he's unaware of it. One day he saw an ill-looking woman and gave her his leather jacket [[spoiler:which kept her from dissolving in the sun, as she'd intended to do. One thing led to another and they moved in together]].
* {{NEET}}: Not by choice. So far all the jobs he could find were short-term ones so he and Ryuko had to live off her wages most of the time.
* UnderstandingBoyfriend: Apart from his hatred of Akiko, he was caring and understanding towards Ryuko, taking the strange behavior and violent mood swings she sometimes suffered from [[spoiler:due to Mother's influence]] in stride and accepting her.
* YouHaveToBelieveMe: His way of asking Akiko for help is not exactly helping his case. He forcibly enters her apartment armed with a knife, then kicks over her furniture as he makes a beeline for her, before grabbing her and holding the knife to her troat, threatening to kill her if she calls for help. He then continues to hold her at knife-point as he insists over and over in a panicked voice that, while he did see Ryuko that day, he didn't kill her. ''Very'' luckily for him, Akiko does geniunely believe him, despite his rather unhinged behavior pretty much giving her every reason not to.

!!Akiko Kiyota
[[quoteright:138:https://static.tvtropes.org/pmwiki/pub/images/skjermbilde_2022_03_31_193310.png]]
The [[{{Clairvoyance}} clairvoyant]] who accompanies Soji to Yamijima Island, where she believes they'll be able to find some answers on what really happened to Ryuko. She can use her sightjacking skills to see flashbacks of past events.
----
* BlessedWithSuck: [[spoiler:She's psychic because she absorbed Kanae's essence after her pregnant mother fell off a cruise ship, thus making her an unawakened dove herself. Ultimately, using her powers to read/recall Kanae's past lead to Kanae's presence awakening within her and hijacking her body]].
* GrandTheftMe: [[spoiler:Her body gets hijacked by Kanae once she gets too absorbed in solving the mysteries of the past, leaving herself vulnerable to possession.]]
* PsychicPowers : Possesses {{Clairvoyance}} with a side of Retrocognition.

!!Shigeru Fujita
[[quoteright:137:https://static.tvtropes.org/pmwiki/pub/images/skjermbilde_2022_03_31_192519.png]]
An aging, unlucky police officer investigating rumors of activity on Yamijima Island. [[spoiler:After he dies, he returns as a 'mini-boss' Yamibito.]]
----
* BornUnlucky: Seems to be really convinced that he must have been born unlucky due to a series of events that lead to him being demoted, along with his family wanting nothing to do with him. [[spoiler: Considering that he eventually dies in Yamijima Island, he is likely right in believing so]].
* ButtMonkey: He got a job demotion and his family distanced themselves from him due to his job dedication. [[FromBadToWorse And then he went to Yamijima...]]
* CuriosityKilledTheCast: His desire to investigate the ferry and thus rescuing Ichiko from the Shibito ends up [[spoiler: getting him killed by his rescuee, once Otoshigo takes control of her]].
* DoomedHomeTown: He was born on Yamijima Island, but left before the population vanished.
* NoGoodDeedGoesUnpunished: [[spoiler:After saving Ichiko, [[YouHaveOutlivedYourUsefulness she, or rather Otoshigo as Ichiko, thanks him by killing him]].]]

!!Ichiko Yagura
[[quoteright:131:https://static.tvtropes.org/pmwiki/pub/images/skjermbilde_2022_03_31_193328.png]]
A 14-year-old schoolgirl who finds herself wandering in the stranded Bright Win ferry with gaping holes in her memory. [[spoiler: She's actually a Simulacrum of the real Ichiko Yagura, who had drowned in the sea after falling overboard when a tsunami struck the ferry she was riding]].
----
* AllLoveIsUnrequited: She had a crush on Ichiro Nakajima, not knowing that he was both dating and had impregnated her best friend Noriko Kifune.
* BottomlessMagazines: With a [[spoiler:submachine gun she randomly pulls out when she's possessed by Otoshigo.]]
* CassandraTruth: Just before Ichiko got on the ''Bright Win'', a frightening woman swaddled in cloth grasped her arm and told her not to get on, but she shook the strange woman off. [[spoiler:This woman was Dove/Offshoot B, who thanks to the TimeyWimeyBall knew the terrible fate which would befall the ferry, Since she and her memories were disintegrating, however, she couldn't express her warning properly]].
* TheCorruption: [[spoiler: Ichiko occasionally and then eventually falls victim to Otoshigo's possession, turning her from a timid schoolgirl into a ruthless killing machine. By the time Mamoru and Ikuko finds her, what's left of the Simulacrum's own identity is gone]].
* CreepyChild: [[spoiler:Once she reveals her true nature as a Simulacrum and is taken over by Otoshigo.]]
* DeadAllAlong: [[spoiler: The real Ichiko Yagura. The Ichiko that was under the player's control is actually a Simulacrum, a copy of the deceased Ichiko Yagura created by Otoshigo]].
* {{Fainting}}: [[spoiler:Seeing Dove/Offshoot B' absorbing one of her teachers while he was still alive made her pass out. Offshoot B manages to get her away from B' before she's next on the menu]].
* IntriguedByHumanity: [[spoiler:Without meaning to, she did this for Dove/Offshoot B, which led the dove to break free from Mother's commands and try to save her life]].
* LaserGuidedAmnesia: [[spoiler: She has no memory to her creation after Otoshigo discovered the drowned corpse of Ichiko Yagura in the sea, who then used her body as a basis for his Simulacrum before sending it to the human world to find Mother. For the majority of the story, the Simulacrum assumes that she is the real Ichiko Yagura]].
* OrdinaryHighSchoolStudent: When asked about her, WordOfGod said that she was a perfectly ordinary kid, good at tennis and a little above average in grades.
* SuperpoweredEvilSide: [[spoiler:At one point, Ichiko Yagura blacks out and wakes up to find to her horror that she's killed Shigeru Fujita. When she finally goes off the deep end (due to TheCorruption), we see exactly how a schoolgirl could kill a cop, as she becomes an invincible OmnicidalManiac with [[BottomlessMagazines infinite ammo]] and a [[KatanasareJustBetter katana.]]]]
* TomatoInTheMirror: [[spoiler: Upon killing Shigeru Fujita while possessed by Otoshigo, Ichiko soon realizes that she is not the real Ichiko Yagura, as she had already died when she fell overboard the ferry she was on and drowned in the sea]].
* TragicMonster: [[spoiler: The Simulacrum doesn't seem to be inherently evil, and initially adopts the persona of a frightened schoolgirl named Ichiko Yagura, but it is nothing more but a vessel for Otoshigo to take control of in order to wreck havoc and gain the attention of Mother. She even pushes Yorito away when he tries to rescue her, terrified that she'll lose control again and will try to kill him.]].
* VillainProtagonist: [[spoiler: Albeit unknowingly, since this Ichiko is really a mere tool for Otoshigo to use to find Mother and kill her, and is most definitely not allied with humans]].
%%* TheWoobie: She wakes up on a ferry with the undead after her. [[spoiler:And then it turns out she died, got possessed, then felt guilty to the point of tears when she realises she killed Shigeru when Otoshigo possessed her to do so.]]

!!Kanae
[[quoteright:131:https://static.tvtropes.org/pmwiki/pub/images/skjermbilde_2022_03_31_193541.png]]
A mysterious young woman from Shu's past.
----
* BurnTheWitch: The people of Yamijima island are utterly convinced that she is the harbinger of doom. [[spoiler:They were right.]]
* FlawedPrototype: [[spoiler:She's the first-constructed of Mother's doves/offshoots. Based off of Shu's mother Yayoi, whose drowned body had drifted into Mother's realm via a dimensional breach, she possessed strong motherly instincts toward Shu which led to her betraying Mother and saving him. She also cared for Ryuhei, but not as much as she loved Shu]].
* GrandTheftMe: [[spoiler:Once she melted in the sun, her essence entered the womb of Akiko Kiyota's pregnant mother (who'd fallen into the sea) and merged with the child within. 29 years later, as Akiko was using her powers to see what happened on Yamijima Island, Kanae stirred into wakefulness and took over her body. Permanently]].
* HumanoidAbomination: [[spoiler: Kanae is revealed to be among the many off-springs of Mother, an ancient creature who uses her children to free her from the underworld and enter the human world to wreck havoc]].
* IdenticalStranger: Ryuhei and Shu found her washed up on the beach one day and Ryuhei was struck by the fact that she perfectly resembled his wife. [[spoiler:This is due to being based off of her corpse, which Kanae is unaware of]].
* MamaBear: [[spoiler:Mother had intended to possess Shu's body to move into our world, but Kanae's motherly instincts caused her to reject the plan]].
* MookFaceTurn: [[spoiler:Her attachment to young Shu and her shame for killing his father enables her to escort him out of Yamijima island, away from the mob. Later on, whilst possessing Akiko Kiyota, she helps Mamoru and Ikuko in their battle with Mother and delivers the first blow at the cost of her life.]]
* MyGodWhatHaveIDone: [[spoiler:Upon murdering Shu's father under the control of Mother, she soon becomes overwhelmed with guilt, rebels from Mother, and helps young Shu escape from Yamijima island.]]
* VillainProtagonist: [[spoiler:More of an Anti-Villain, since the murder she committed was due to being possessed by Mother]].
%%* WalkingSpoiler
* WeaksauceWeakness: [[spoiler:Although as a dove/offshoot her body being based off of a humans provided her with a resistance to the light that Mother's other spawn lacked, this wore away with time as she played outside with Shu and she ended up disintegrating after saving him]].

[[folder:Civilians]]
!!Tsuneo Ohta
The chief of Yamijima island, who suspects that Kanae has brought a curse upon his home, and rallies a mob to execute her.
----
* KickTheDog: Not only does he bring a mob to hunt down Kanae, he and the villagers also target a scared four-year-old Shu just because he is with her.
* TheExtremistWasRight: [[spoiler:Kanae was an unnatural creature who represented a danger to anyone on Earth since Mother could synchronize with her and drive her to kill people/kidnap a meat-suit]].
* {{Hypocrite}}: He allows his fishermen with children to not join him in hunting down Kanae, yet he allows his people to terrorize a young Shu during the hunt.
* PetTheDog: He asks for any family members with children to not partake the hunt against the Witch, Kanae.
* WellIntentionedExtremist: He wants to protect Yamijima Island from all evil, and [[spoiler: is correct in suspecting Kanae to be a witch that will bring misfortune on the island]], but is extreme in his methods as he incites a witch hunt that leads to a four year-old Shu Mikami being hunted down [[spoiler: and losing his sight]].

!!Tomoe Ohta
Tsuneo's daughter, who helps her father to find the 'witch' that laid a curse upon Yamijima island.
----
* ImpaledWithExtremePrejudice: [[spoiler:She dies by falling off a bridge and is skewered by a sharp antenna of a roof.]]
* MiniBoss: [[spoiler:She becomes this as a dog yamibito as the focus of two mission objectives.]]
* PetTheDog: She allows her maids to take the day off during the hunt, not wanting them to be in harms way.
* {{Vanity}}: [[spoiler:Even as a dog yamibito,]] she wants to find her nice hair comb. However, it could be due to the fact that it's a precious gift from her father, [[spoiler:and Yamibito tends to keep vague human memories]].
* WellIntentionedExtremist: Much like her father, Tomoe's actions in the story is only to help protect Yamijima Island from anyone who wishes to harm her people.

!!Mother
One of the two {{Big Bad}}s of the game. After God created light, the remaining darkness split off into two beings; Mother and Otoshigo. Mother was locked up in a cave, while Otoshigo searched for her in the sea floor ever since.
----
* BigBadEnsemble: Although she is one of two, Mother is more prominent, as Otoshigo has very little screentime.
* EldritchAbomination: Obviously. Given how she's one of the products of darkness itself, she's not exactly normal compared to humanity. Her appearance is... unsettling, to say the least, though we don't know if what we see is anything resembling her true form. From what's seen, her form [[spoiler:after using her avatar Yuri as a base for it,]] resembles a young woman with a very elongated neck and arms, with the bottom of her body being the same as the traditional image of a mermaid, only more fleshy.
%%* ImpaledWithExtremePrejudice: [[spoiler:By Mamoru and Ikuko.]]
%%* MadeOfEvil
* OneBadMother: "Mother" is more or less the ultimate foe in the second game.
* OurMermaidsAreDifferent: She's an eldritch mockery of a mermaid, appearing as a bloated woman with a long neck and arms, and a fleshy fishlike tail.

!!Otoshigo
The second BigBad. He's been searching for Mother for many years, desperately wanting to both be one with her and kill her.
----
* BigBadEnsemble: Alongside Mother, though he is featured less prominently, he still remains an equal threat.
* TheCorruption: [[spoiler:Otoshigo's method for getting onto land involves taking over the corpse of a drowning victim (Ichiko Yagura, in this case), and gradually transforming them into a suitable body for itself. Unlike a case of GrandTheftMe, Ichiko comes to the surface a few times, but is apparently [[OmnicidalManiac driven murderously insane]] by the process.]]
* EldritchAbomination: He and Mother literally follow the 'two peas from the same pod' metaphor (just replace "peas" and "pod" with "EldritchAbomination" and "darkness").
* EvilLaugh: In his own scene, he laughs with apparent joy when the siren rings of Mother's plan to use Spider's Thread to enter the human world. Well, it's 'apparent' because due to being underwater, and being non-human, it sounds like monstrous gargling. The scene is even labelled "Joy" in the link navigator.
* KillItWithFire: [[spoiler:His fate.]]
* MeaningfulName: Otoshigo is Japanese for [[BastardBastard "bastard."]][[note]]literally "unwanted child."[[/note]]
* MookMaker: Is able to expel a mass amount of Shiryo from his body, which are shadowy ghost-like monsters that are able to revive the Shibito upon contact. He is also able to make perfect replicas of the recently deceased known as a 'Simulacrum', where he can then transfer his consciousness into the 'Simulacrum' into doing it's bidding, a unique ability he makes good use of when he comes across [[spoiler: Ichiko Yagura's]] drowned corpse.
* TheUnreveal:
** Why ''does'' he want to kill Mother? Otoshigo's reasoning behind his grudge is never revealed.
** His true form is a mystery. The closest we get is in the beginning, when a large, silhouetted mass quickly scuffles around the ferry. Since its size and shape resembles his monstrous body in Yorito's final level, chances are that it's very much identical, with a few possible facial changes.
* {{Yandere}}: [[spoiler:Wants to become one with Mother, but simultaneously hates her for separating from him all those years ago. The fact that Mother and her Yamirei regard him and his spawn as lesser beings and keep attacking them doesn't help]].

!!Nitaka Ichifuji
Protagonist of the stage unlocked by beating the game on Hard mode , he is a Shibito soldier who alongside another nameless Shibito soldier as a companion, attempts to rescue a Shibito called Momiko Nabejima from the Yamibito.
----
* AlwaysSaveTheGirl: His mission consists of trying to rescue Momiko Nabejima from Yamibito in the apartments.
* AndNowForSomeoneCompletelyDifferent: The only playable Shibito character.
* GlassCannon: Just like Siren 1's Akira, he can use guns as well as the other characters (painfully slow melee attack aside) but his shibito transformation has made him incredibly slow and the fact his stage is locked to Hard mode means he's essentially dead if a Yamibito gets the first shot off most of the time.
* {{Mooks}}: He appears as essentially a generic military Shibito in the campaign, we don't even learn his name until we unlock his stage.
* MyRulesAreNotYourRules: Despite being a Shibito; he dies the same as human characters and doesn't revive, considering how we see Shibito get transformed into Yamibito after being taken down by them, presumably this happens to him if he's gunned down.
* PosthumousCharacter: He's already a Shibito by the time we see him.
* UnexpectedGameplayChange: Him and his stage are pretty different from the rest of the game, he's the only playable character using the slower zombie-like Shibito animations in the game, the only character who has their flashlight battery eventually die if left on for too long and his nameless soldier ally is the only companion that can die without a game over.
* SecretCharacter: Doesn't even have his own column in the Link Navigator with his stage appearing in Misawa's column.
* ZombieGait: Downplayed like the rest of the Shibito are in 2 as while they don't ever assume the sterotypical zombie gait, his undead nature clearly slows him down and prevents him moving as fast as any of the other player characters as he uses the exact same animations as generic Shibito.
