While Doom's armor and technology are highly advanced, he generally doesn't upgrade his own armor nearly as much as Tony does and despite regularly going up against strong opponents, definitely doesn't fight other armored, robotic foes on a regular basis like Iron Man does with Crimson Dynamo, Titanium Man, and many others. The result is that while Doom has the advantage over Tony in magic and statecraft, Iron Man has the advantage over Doom in a pure armor-versus-armor fight if he gets up close and personal with Doom.

* ItsPersonalWithTheDragon: A villainous version. Doom might resent, envy, and try to sabotage and murder Reed, but he can bring himself to respect him to a degree. Meanwhile, he utterly detests Ben Grimm for their spats during their university days, how the hero defeated him by crushing his gauntlets during "The Battle of the Baxter Building", and the way his mutated personage dares strut around trying to have a happy, fulfilling life (and finding great success at it) while Victor can't bring himself to stop hiding behind his mask.
