Some Sort Of Troper: OK so this trope has overlap problems with Vice City. It's been discussed here
and it appears that really this trope is truly the supertrope to Vice City and Not So Safe Harbour and lots of other potential "bad place" tropes so it should just be rejigged so people know that it's a supertrope and they make sure that the more specific examples can go into the subtropes.
Some Sort Of Troper: I added an example from Witch Hunter Robin; I wasn't sure if it was this or The City Narrows due to notbeing familiar with it. It shares the name of Kowloon's Walled City and well that I can't tell if it is so much The City Narrows because of the interesting geography. So if anybody else knows either of them better, please make sure they are in the right place.
