Ununnilium: IMHO, Harry Potter's Deluminator isn't an example of this.

  • technically, if the blackout was caused by a short in the lines, power will come back after about 30 seconds when the transformer allows power to come on again to see if the short has gone, which is why partly fallen power lines are dangerous as there are power surges comming through it every few minutes or so. But this only realy applies to localized blackouts within the control of one transformer, as two sides of one street can be on different grids, with one side being in blackout (actualy happened here when a power pole oin the opposite side of the street was partly blown over, causeing lots of sparks every couple of minutes until the power company could turn off the power manualy.) with the other still having power.
