Wasn't there a ST:TNG episode where a planet trying to join the Federation turns out to have a prison full of enhanced warriors left over from a war that they don't know what to do with?
Larry D: Yes, The Hunted season 3. However the Angosian's didn't want to decommission the warriors because they feared that they might need them again. Well, they'd just won a lengthy war, such fears are understandable. But they still should have worked out the decommissioning process.
