Somfin: How is this different from God-Mode Sue or Villain Sue?
Wascally Wabbit: It isn't, or at least needs a less vague description.
Amitai: Think Implacable Man except it can rely on abilities other than Nigh-Invulnerability.
Fish Stampede: I think the key difference is that this guy invokes Anyone Can Die by his mere presence, stripping away characters' Plot Armor. He's more outright dangerous than the Implacable Man, while not being a clear author wish fulfillment like one of the Sues.
