I don't know much about Sherlock Holmes, do the books have a character who'd qualify? The 2009 film certainly did.

Sherlock Holmes is not a Super Hero, and there are no Super Heroes in the Sherlock Holmes works.

The Commissioner Gordon is a not a trope that applies. What you are probably looking for instead is Inspector Lestrade.

Is Mike Hagger a Commissioner Gordon? He's not so much the "Reasonable Authority Figure to the Super Hero" so much as he IS the protagonist of the story.

Let me see...if he's "not so much" the description of the trope? Yeah, that means he's not that trope.
