Suspiciously Similar Substitute Or possibly an inversion of In Name Only None of them refers specifically to countries but I think it can be covered by these tropes.

Check out the Hollywood Atlas for some specific types of fictional country, like Bulungi, Ruritania and Quarac.
Looking for a trope that describe a fictional country name, but it's really a real country in its entirety except by name. At least in live-action, this can be found.
