That might be too broad. Fanservice Characters is the index, and it's filled with character archetypes that could be considered deliberate fanservice.

I took a quick scan through and honestly none of them seem to fit, though they could overlap on occasion. Honestly, I don't think it's that broad, any more than the others are. It basically comes down to Innocent Fanservice Girl: "Why are you looking at me?" (asked quizzically) Reluctant Fanservice Girl: "Don't look at me!" Shameless Fanservice Girl: "Why should I care if you look at me?" Deliberate Fanservice Girl: "Look at me!"

There may not be a trope for a character frequently and deliberately dressing up to be sexually provocative, but we do have tropes for the motivation why someone would do so. If they're doing it to advertise that they want to have sex, then it can be Really Gets Around or Ethical Slut. If they just want attention, not sex, they're probably an Attention Whore. If she's using her sex appeal purely for manipulation, see I Have Boobs, You Must Obey! and all the related tropes listed in the last paragraph.

Well, some fit this, but seriously I've seen plenty where the person just gets off on being seen, period. Take Yuki from Chio's School Road for a simple example. At first she just seems sporty. When she goes out in a tiny track outfit and only responds to being told people are staring with how it makes her heart race or something, it starts to look a bit like she may lean that way. Ultimately, it's confirmed that she is indeed an exhibitionist who likes being nude and loves being stared at, to such an extent that when she learns about the fine for public nudity she actually gets excited that she can streak for such a small price.

It really just seems off that Ms. Fanservice and Mr. Fanservice has a category for people who don't get the problem, people who seriously don't like being exposed like that, and people who just don't give a flip, but not for those that want to be the fanservice. Especially since I've seen a few cases (the aforementioned Yuki for one) where that one was just included in the indifferent/shameless version despite this being explicitly excluded in the trope description.
