It's hilarious how many people hate Robin, given how integral a part of the mythos he is.
Anyway, it makes way too much sense for some of the Bat Clan not to be in this game, given that it takes place in Gotham City as a whole, not just Arkham Asylum, and Bats isn't cut off from the world like he was there.
Also, Wally Wingert noted on his blog he was doing more Batman stuff, while there have apparently been confirmations of voice actors for Mr. Freeze and Talia (Talia comes way out of left field for me...).

An example of Never Live It Down, I suppose, given that he hasn't worn those in over thirty years. Or maybe over twenty... I can't remember whether Jason Todd wore them or not.
Given that the last Arkham thread doesn't even show up for several pages in, I don't mind having a new, fresh one.

^ I meant he hasn't worn the speedo. Robin's had pants for over thirty years. Tim Drake has certainly always worn them.

Here's a hint: the game takes place in Gotham, not Arkham. Plenty of Gothamites to be exposed to danger, not just doctors and guards.
Jonah FalconJason Todd wore the speedo until his death in 1988, and that was the last we saw of it. Tim Drake has always worn pants, and so did Stephanie Brown and Damien Wayne when they became Robins. In Batman: TAS, Dick wears the same full-body outfit Tim uses. Seriously, that era is over.
But I can never remember what the pants look like, so I never imagine them being there! The no-pants look is still just too classic!
For how great Arkham Asylum was, there is always room for some improvement. It was only because of the Scarecrow and some of the lines from the Joker that we got any real character depth from Batman as the protagonist, otherwise everyone was their most basic persona and little more. That's not to say it was a badly written game or that the characters weren't condensed into an effective role, but the law of diminishing returns means that the more villains you have (the more characers in general) the less room you have to develop each one.
With Two-Face and Mr. Freeze, both Tragic Villains, as part of the line-up and Talia Al-Ghul, whose presence is never simple for Batman, that (hopefully) means the Darker and Edgier will come from the story (mature themes) and not just a shock factor from the violence.
In Batman Arkham Asylum, R'as Al Ghul is dead. Will he be resurrected for the sequel? If so, he'd almost HAVE to be the Big Bad in the game.
Jonah Falcon^ You can find Ras al Ghul's body at one point in the morgue. But if you go back later in the game, it's gone. Given what the guy's FAMOUS for, is it any surprise?
EDIT: BTW, I'd frankly rather see the Penguin and Hush return. But Freeze is good. I can't help but think they would have done better with Lady Shiva than Talia, but hey.

Jonah FalconYou know what would be good about Ra's he's one of the few Batman Villains who could on his own pose a threat to Bats in a one on one fight. I kinda got tired of the Bane knock offs it'd be interesting to see how they implement other trained fighters, who match batman on skill.
