Any get the feeling Westwood Studios got the idea of Kane from Sigma? Why? Let's list down the similarities:
1. Both are bald.
2. Both are Large Hams.
3. Both keep coming back from the dead.
Sigma is pretty blatantly based on Braking Boss from Casshern. (likewise, X and his X1 armor also resembles Casshern himself)
I somehow doubt that Capcom Japan is aware of some obscure video game character from the other side of the world.

You look happy, I can change that if you want.M. Bison (and probably Braking Boss, or at least his hat) was based on a earlier character, Yasunori Kato (villain of Teito Monogatari, and it's anime adaptation Doomed Megalopolis).
Kato is like, Japanese Dracula, super iconic and an easy target to rip off if you want a cool villain. Especially one with a cool hat.

Ah, sorry, I misread your poorly phrased insane theory of the day.
Anyway, somehow I doubt Westwood was paying close attention to Mega Man of all things for inspiration for their real time tactics game. I wouldn't be surprised if they didn't know or care about Mega Man at all, much less know who Sigma is.
Seriously, it's a mighty stretch to assume that the two characters are related at all, the similarities are superficial and really minor.

Kain is bald because the designers probably figured it would make him look intimidating/evil. He's a large ham because it's entertaining and would give him a kind of intensity as a villain, and he keeps coming back because he's a popular villain and they don't want to kill him off.
