I love to learn, I love to yearn, and most of all... I love to make money.I can't say I get it or recognize it at all. It looks asian, and my inclination is to guess Japanese (if only because they're infamous for weird entertainment that fits along those lines).
So ultimately my guess is to say it's a Japanese thing.
From looking up some of the tags on Wikipedia, this is a J-pop group: Morning Musume. Googling isn't helping me on this parfait thing, but it looks like a goofy sketch in a music video or something.

Hello, Thryn here.Based on the tags, they're members of Morning Musume (a Japanese girl group). I'm not 100% sure of the origins of these caps but I'm guessing it was for a comedy TV skit (e.g. on a variety show or similar) or DVD short of some type featuring the girls.
As for why/how it's funny (to me anyway...), I guess I would explain it as the non sequitur nature of how it plays out. The humor is from the setting being totally mundane but the result being absurd. It kind of reminds me of the pacing style of many Yonkoma? I also find it a little funny because of how it takes the "I like this, so deal with it" attitude (not necessarily a bad thing) and puts it in a situation it doesn't belong - this kind of falls under the 'non sequitur' umbrella.

I've been meaning to crop the image a bit differently so that the edges wrap properly, but overall "disorienting" is what I like about it. I don't want to stray too far into "painful", though.
