Depends on how Dressrosan succession works. In England for instance, First Grandchild does indeed trump Second Child.

My own theory is if it isn't one of the proper successors (Viola or Rebecca) then Kyros will become King. The man was pretty much on the forefront of Dressrosa's liberation movement from day one. He had gained esteem before that as an army captain, and he seems to be trusted by the people and definitely is by the Tontatta.
Also would Rebecca be eligible under succession law? I'd think that Scarlet (and through her, Rebecca) gave up her claim by faking her death. That was the entire point of doing so, to let her be with Kyros without status or obligation getting in the way.

I think the best was Koala, maybe, and that's more of a neutral performance than a positive one.

Secret SignatureViola actually would be a good fit, although she'd steal a bit of Robin's thunder in the Recon sector, she's bold, proactive, powerful, likes Sanji, but has elements of The Atoner for working with Doffy's crew that might make her want to walk away from Dressrosa for a while.
Edit: the issue with all of the non-Shirahoshi is that none of these candidates really have dreams. Shirahoshi wanted to see the forest (which one could extend to be "see the world"), but Rebecca, Viola, Kin'emon, or even Jinbe, don't really have a driving motive.
