It doesn't really matter. Even the lowliest Dragon-Blood has an incredibly, incredibly small chance of beating or just hurting the Unconquered Sun. Mortals on the other hand can't do jack-shit against the real movers and shakers of Creation. If they could fight back against all those assholes, and not be manipulated like they have always been, Creation might finally have people live their own lives instead of being subservient to their "betters".
PC's worth half their salt would probably blow the Great Curse into oblivion. I am of course being literal.

Sure, but it helps get an idea of what's happening. All Terrestrials? Creation could become great, there'll be enough Exalted juice to push back the Fae, the Deathlords will have trouble against that many Dragonbloods, that sort of thing.
Several millon Solars? Shit blows up, Creation is probably destroyed within ten years, unless someone manages to take charge (and they'd probably have to UMI all the other Solars into submission).
An all Solars plot would probably be fine. Think about a soldier with a tank. Sure, he could fuck up a lot of things with collateral damage and whatnot, but the other 100's of tanks around him would blow his ass to smithereens.

I mean people just don't blow shit up even if they can because than other people will kill them. You know, like our world. There might be the occasional nutjob but the damage won't be "end of Creation OMG" levels.
I disagree. With that many Solars, there will be some distracting nutjobs- and some very quiet, very subtle nutjobs who just want to see what happens if you slowly divert all the dragon lines away from the edge of Creation, or make a ring of Shadowlands all around the Pole of Earth, or...

When everyone's Exalted... nobody will be.

The comics equivalent of PTSD.Then the god of therapy will need to be called... yes, there is a god for everything, including that. Then again, since Exalted is partly based on Anime, There Are No Therapists may be applied. Hmmm.
Anyway, I'd probably set up mandatory therapy for everyone. Kind of like Cthulhu Tech I suppose. And besides, there probably would still be secret Heaven/Sidereal assassinations going on for those subtle assholes.

The comics equivalent of PTSD.That probably wouldn't be a good idea considering the people involved. Although punching out mountains for catharsis fun would probably due wonders for the mind.

I saw a setting some time ago that was based around the idea of a large resistance force against Exalted composed entirely out of mortals with heavy warbeasts and essence-fueled weapons.

The problem comes when a Solar picks up a megaphone and suddenly he was their commander all along.
If an Essence 3 mortal becomes an exalt, do they become an Essence 3/4 exalt or do they go down to 2?
I'd assume Essence 3. They're definitely not gonna lose Essence, but I don't see why it'd jump up, either.
(If that happened in play, I'd probably recalculate XP costs, too, so they aren't penalised for having raised Essence before Exalting.)
How the feck powerful is an Essence 3 mortal?
Isn't Essence 5 a big bloody deal Creation wide, first off? So an Essence 3 mortal must be a major player in his localized fifth of the world, right? I thought a mortal becoming that high off his balls was immpossible.

You are brutally wrong.
Essence comparison is basically reliable only for the same types. Mortals are the weakest in power if a creature is of the same Essence level, with Solars and their counterparts being the highest.
Yeah, an Essence 3 mortal as a mighty 30 mote essence pool, of which he can access all of 9 motes without spending a point of Willpower- and all he can use his Essence for is Sorcery (so he can summon a couple of demons or whatever), cheap Thaumaturgy, and Martial Arts.
