You think they learned their lesson about protagonist switching after having Hyper Dimension Neptunia MK 2 not star Neptune and instead star Boring Mcblandface (at least Victory made Mcblandface into a jealous and poisonous friend who can't do anything right despite this).
Also, dammit, why give Noire her own game if you ain't even going to let us play as her? No one cares about some loser self insert. What a rip off.

I'm actually finding it okay through a combination of being a pre-existing fan of the series and because I'm used to menu-based games where you press buttons to trigger an event and raise stats *coughLongLiveTheQueencough*. The whole song selection issue is a bit overstated, IMO.
But I certainly wouldn't recommend it to anyone. Heck, I feel the game shouldn't be a penny over $20.

For a simulator, it's surprisingly easy to win, given that you can just sit in your CPU's nation for the whole game until you max out your shares there, then go to any other nation and do one concert and beat the game automatically.

They want to do it, but nothing is finalized yet. They just lumped it into the rating to get that out of the way.
As side-notes:
Did anyone pick up the idol sim?
Word is that HGF Noire is repetitive and the protagonist is actually Noire's secretary, who's seen as a failure of a self-insert and has nothing to add to the game. As such, it's flooding used game sections.
